Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Financial Officer (OCFO), Program Analysis and Evaluation Division. This position is a Senior Analyst located within the PA&ED serving as a senior expert, demonstrates effective judgment skills, and uses current technology and management & decision science methods to maximize the value of agency operations and resources with responsibility for end-to-end multi-year capital planning for assigned portfolios.

Duties

The CFO oversees and directs the Agency’s budgeting, accounting, financial systems, enterprise risk management, enterprise data management and program analysis and evaluation programs. The office provides real-time financial analysis and information that promotes economy, builds evidence-based requirements and maximizes performance. The duties of the Analyst are complex, as they cross-cut management disciplines such as: program/project management; strategic planning; workforce planning; budget formulation and justification; quality improvement methods and initiatives; financial analysis; performance measurement management science analytics and reporting tools.

MAJOR DUTIES:

Integrated Capital Planning

  • Provides advice and counsel to the Program Analysis and Evaluation Officer and OCFO management team in the development and implementation of multi-year capital planning that integrates organizational requirements and supports value focused prioritization and resource allocation.
  • Manages short- and long-range planning activities that include multi-year work plans that are the products of AOC organizational projects/programs.
  • Develops treed performance metrics to monitor results and recommends necessary changes to ensure continuous improvement and organizational integration as part of a proactive core operational service management model.
  • Provides expert advice on the cost, return and performance implications of policy and program proposals.
  • Oversees the collection, analysis and submission of multi-year organizational requirements in preparation for budget submissions.

Program Analysis & Evaluation

  • Designs and conducts comprehensive management studies to address major projects, initiatives or problem areas faced by the AOC that are critical to the execution of is missions and for which precedents are minimal. Advises high level managers of advantages and disadvantages of different approaches. 
  • Analyzes and evaluates the effectiveness of complex program operations in meeting goals and objectives. Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations. Negotiates acceptance of recommendations with appropriate management, program and other officials. Develops strategies to improve program operations.
  • Analyzes resource challenges and provides advice and insight about the probable effects of alternative solutions to those problems by applying rigorous methods of analysis. 
  • Leads cross functional analytic teams, task forces and special study teams and monitor, evaluate and coordinate studies carried out in other AOC organizations or under contract. 
  • Leads process assessments of core operational services, identifies inefficiencies, looping and dis-integration points and recommends changes to management practices to reduce organizational stovepipes and improve transparency, coordination and accountability.

Decision Support, Documentation & Dissemination

  • Provides decision frameworks and management strategies to ensure value-focused agency decisions and that the Architect’s strategic priorities are reflected in operational, program and project plans. Creates intuitive decision support tools to accurately describe and explain today’s performance while predicting and prescribing strategic options for the future. Assists AOC leadership with the preparation of initiative proposals and provides decision ready recommendations to AOC leadership to harness opportunities and overcome obstacles with return-on-investment, opportunity cost and risk remaining insights.
  • Drafts five-year strategic and annual performance plans and associated strategies and implementation strategies. Coordinates development, implementation and tracking of Agency-wide performance and results and contributes to the preparation of the annual AOC Performance and Accountability Report.
  • Leads the development and implementation of a communications strategy to keep all employees and internal stakeholders and partners informed, aligned and engaged in the AOC capital planning process.
  • Leads the development of recommendations and clearly communicates complex analytical findings to stakeholders through option papers, position papers, reports, presentations and data visualizations.
  • Establishes, develops and maintains effective working relationships with other Government agencies, and private organizations to exchange information on capital planning, management science and strategy.
  • Stays updated with the latest research in management science, operations research and analytics to apply cutting edge methods.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must have been equivalent to at least the next lower grade level.

To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 


Providing direction and advice on the design, development and implementation of organization-wide strategic initiatives that guide actions and policies to improve project priorities;

Analyzing qualitative and quantitative data to evaluate programs for efficiency and effectiveness and coordinating with senior managers on a range of issues related to projections and analysis of organizational operations; and

Applying experience in data collection and data analytics to ensure the most current state-of-the-art systems and technologies are available to the organization.
