Job Description (Please follow all instructions carefully)

Summary

Position is a Management and Program Analyst, GS-0343-9/11 working for the R4-Facility and Equipment Management.

Duty location is restricted to Reg 4 field offices in the states of Arkansas, Louisiana, Mississippi, Tennessee, Kentucky, Georgia, North Carolina, South Carolina or Florida. Questions regarding placement should be reserved for the interview process.

Duties

As a Management and Program Analyst (Infrastructure Database Administrator) your duties will include but are not limited to the following:

  • Providing the Southeast Region with guidance and daily coordination related to the Service's real property management system known as the Service Asset Maintenance Management System (SAMMS).
  • Analyzing the work order needs of the Branch and of more than 140 Stations, which include National Wildlife Refuges and National Fish Hatcheries, while calculating annual maintenance funding requirement estimates and constructing Work Breakdown Structures.
  • Developing responses to regional field station related to the establishment of real property shells utilizing the Asset Under Construction (AUC) process and the Federal Business Management System (FBMS) database in order to positively track actual expenses against infrastructure projects.
  • Providing data analysis and periodic reports on infrastructure management in the region by performing objective analysis of widely divergent issues relating to Station and Branch efforts to properly manage the life cycle of all real property infrastructure.
  • Identifying and developing data points required to support management facilitate infrastructure efforts including system specifications, data gathering and analytical techniques, and evaluation methodology.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification [GS-9]
  1. Possess one year of specialized experience comparable in scope and responsibility to the next lower grade level (GS-7) in the Federal service providing administrative services and/or support. Specialized experience includes: 1) Assisting in the management of a real property inventory in order to provide regional coordination and conduct quality control; 2) Participating in the utilization of a computerized maintenance management system; 3) Facilitating in the capturing of field of data needed to manage construction projects; and 4) Researching facility-related policy requirement information and regulations pertaining to energy & water conservation, personal property, fleet, and quarters management. NOTE: Your resume must contain sufficient information in these areas to be found qualified. OR
  2. Possess a master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D. (if related), with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. OR
  3. Possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Specialized experience includes: 1) Managing a real property inventory in order to provide regional coordination and conduct quality control; 2) Utilizing a computerized maintenance management system; 3) Capturing field of data needed to manage construction projects; and 4) Providing facility-related policy requirement information and regulations pertaining to energy & water conservation, personal property, fleet, and quarters management to peers. NOTE: Your resume must contain sufficient information in these areas to be found qualified. OR
  2. Possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR an LL.M. (if related), with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. OR
  3. Possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
