Summary

As a Management and Program Analyst, you will serve as technical expert in formulating policies and developing projects, objectives and goals to accomplish long range planning, milestones and measures of success for a variety of PBS program management projects, missions, and goals.

This position is located in General Services Administration, Public Buildings Service of the National Capital Region.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  1. Works on new and established projects, programs and systems in support of GSA's Heating Operation and Transmission Division (HOTD) Program Management Office (PMO). Some of the projects include budgetary planning and execution, Customer Workshop and event planning, as well as records management project  Collaborates, communicates both written and orally, and provides presentations to internal and external customers. 
  2. Using quantitative analytical methods to evaluate programmatic data and to identify and analyze program or policy issues. Analyzing utility plant data, including natural gas, electricity, water, steam production and consumption. 
  3. Directs the capture, reporting, and analysis of statistical data relating to the organization's operations and directs or personally performs special studies or projects.
  4. Evaluates and analyzes agency-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish the objectives sought, and whether they provide the controls necessary for sound management. Plans, organizes, and carries through to completion analytical studies involving issues related to key agency programs.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS-14 salary range starts at $142,488.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as overseeing the administration and execution of heating and cooling utility infrastructure programs, projects, initiatives and functions such as providing program advice and guidance, energy contract administration, cost savings improvement and ensuring environmental sustainability. 

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge to provide program/project oversight.
  2. Knowledge of applicable laws, regulations, precedents, program goals and objectives to develop recommendations, policies and procedures.
  3. Knowledge to direct the analysis, evaluation and reporting of programs data and issues.
  4. Knowledge to plan, organize, and direct team study work used to measure and evaluate program effectiveness.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.
