Qualification Requirements GS-11:
You qualify at the GS-11 grade level if you possess one of the following:
Specialized Experience
To qualify for the GS-11 you must possess the specialized experience equivalent to the GS-9 grade level in federal service or equivalent public or private sector experience. For this position, specialized experience is defined as:
- Skill in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools.
- Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.
- Ability to communicate both orally and in writing to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings.

OR
Substitution of education for experience (you must submit copies of your transcripts)
You may substitute education for experience if you possess one of the following:
- Ph.D. or equivalent doctoral degree
- Three (3) full years of progressively higher-level graduate education leading to such a degree
- LL.M., if related
NOTE: You must submit a copy of your transcripts for review if you are substituting experience for education.
OR
Combination of experience and education (you must submit copies of your transcripts)
Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this grade level. (i.e. 6 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education).
NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants at this grade level (more than 2 years of graduate level education).
Specialized Experience GS-12:
To qualify for the GS-12 you must possess the specialized experience equivalent to the GS-11 grade level in Federal Service or equivalent public or private sector experience. For this position, specialized experience is defined as:
- Knowledge of analytical techniques for assuring the effectiveness, efficiency, and productivity of workforce engagement activities
- Experience evaluating issues and making recommendations for the long-term improvement of HR systems and processes (e.g., hiring and staffing, incentive and retention programs, addressing performance management or employee relations concerns, climate surveys and organizational effectiveness efforts, etc.)
- Strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.
- Ability to communicate both orally and in writing to formulate and present findings, briefings, project papers, status reports, and correspondence to an executive-level audience in order to foster understanding and acceptance of findings.

Substitution of education in lieu of specialized experience may not be used for this grade level.
Specialized Experience GS-13:
To qualify for the GS-13 you must possess the specialized experience equivalent to the GS-12 grade level in Federal Service or equivalent public or private sector experience. For this position, specialized experience is defined as:
- Expert analysis of program effectiveness and improvement of complex management and human capital processes
- Expert knowledge of personnel practices and human capital matters in order to serve as an effective management consultant in the human capital area
- Comprehensive knowledge of the techniques and procedures associated with recruitment
- Experience performing long-range planning of new agency programs

Substitution of education in lieu of specialized experience may not be used for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
This position may be filled at the GS-11 or GS-12 level or GS-13 level. If selection is made at the GS-11 or GS-12 level, promotion to the GS-13 level may occur without further competition.
