Duties
The individual selected for this position will serve as a strategic partner and operational leader, responsible for advancing key initiatives that enhance program planning, operational efficiency, and safety within the Capitol Visitor Center (CVC). This role demands a dynamic, analytical thinker capable of bridging data-driven insights with long-term planning and cross-functional collaboration.
Key Responsibilities:
Program Planning and Analysis
Researches and evaluates emerging best practices in business and management to enhance CVC programs and operations through evaluation and analysis.
Develops and recommends procedures and administrative control systems to safeguard assets and ensure organizational integrity.
Collects, analyzes, and synthesizes operational data across CVC divisions: including Retail, Visitor Services, Exhibits and Education, Communications and Marketing, and Planning, Operations, and Evaluation. Collaborates with leadership to inform planning and budget decisions.
Assesses resource requirements and analyzes visitor feedback to recommend improvements in organizational structure and workflows.
Leads the development and contributes to the CVC’s 5-year strategic plan, including oversight of integrated project teams and collaboration with external partners such as the Smithsonian Institution to align data analytics and best practices.
Serves as Contracting Officer’s Technical Representative (COTR), manages contractors, and prepares Statements of Work (SOW) and Requests for Proposals (RFPs).
Technical Operational Support
Establishes performance metrics to evaluate project outcomes and oversees contract coordination for system installations, upgrades, and maintenance.
Authors and updates standard operating procedures and policy documents to support evolving organizational needs.
Leads the selection and contributes to key CVC operational systems, such as the CVC Dashboard and People Counter Technology, and ensures ongoing system performance, security, and recoverability.
Advisory Services for Safety Programs
Partners with emergency preparedness professionals throughout the Capitol Complex to strengthen CVC safety initiatives.
Champions safety awareness by organizing educational activities and supporting safety committee efforts.
