Summary

This position is part of the Office of Federal Energy Management Programs, Department of Energy. As a Management and Program Analyst, you will be driving the strategic direction for large-scale training programs that reach, attract, and retain a skilled workforce of thousands of employees, in alignment with organizational mission and goals.

This position is open to all current Department of Energy (including employees of BPA, WAPA, SEPA, SWPA, NNSA) employees on a career or career-conditional competitive service appointment. DOE employees participating in either the OPM or DOE Deferred Resignation Program (DRP) are not eligible to apply for this announcement. DRP participants are not considered active DOE employees because they have agreed to separate from the agency.

Duties

As a Management and Program Analyst, you will:

  • Oversee courses and curriculum for proper content and structure to meet multiple level developmental learning criteria.
  • Provide extensive knowledge of adult learning and development best practices, instructional design, and the "science of learning." Partner with Subject Matter Experts and translate highly technical content into easily accessible, engaging, and interactive courses, curricula, and live trainings.
  • Manage and guide employees and/or training vendors to develop and deliver high quality and effective training using a "Train the Trainer" approach.
  • Interpret training criteria embodied in executive orders and legislative requirements, and build a training strategy for compliance.
  • Carry out contract management and performance assessments. Define training support requirements, create a scope of work and budget with well-defined tasks and deliverables, and approve invoices.
  • Manage and oversee a training implementation budget of several million dollars.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to GS-13 grade level in the Federal service. Specialized experience for this position is defined as meeting all of the following:

  1. Working on programs or projects, which includes strategic oversight of large-scale training programs; AND
  2. Forecasting potential impacts on organizational goals and objectives; AND
  3. Overseeing significant financial resources, including budget for training implementation.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade:
