Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Applying qualitative and quantitative methods to evaluate program effectiveness and conducted comprehensive analyses of management processes, systems, and mission support programs to identify areas for improvement.
- Providing expert advice to management on policy-related issues including performance management and executive communications, ensuring alignment with organizational objectives and compliance with applicable laws and regulations.

- Leading strategic planning efforts, directing, and implementing a major agency-wide mission or administrative programs, such as budget formulation, procurement, human resources, or information technology.
- Exercising independent judgment and providing expert-level analysis and evaluations to senior management on complex and sensitive issues affecting agency operations and addressing complex organizational challenges.
- Applying advanced qualitative and quantitative methods to assess program effectiveness, identify areas for improvement, and recommend innovative solutions to enhance operational efficiency and effectiveness.
- Developing, executing, and providing authoritative advice to senior leadership on resource management plans, including budgetary projections, performance metrics, and capacity management strategies.
- Preparing and delivering comprehensive reports, presentations, and policy recommendations on complex issues of national significance and represented the organization in high-level meetings, briefings, and conferences with senior leadership, external stakeholders, and interagency partners.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
