Summary

This position is in the Office of the Executive Director (EX), Under Secretary for Economic Affairs (E), Department of State (DoS). This position is for a Management and Program Analyst whose responsibilities include assisting the Executive Director and Deputy Executive Director on analytical and program management support for a variety of complex mission critical activities with Bureau and Department wide impact.

Duties

  • Leads the identification, design, and implementation of automated and technology-enabled business processes across executive office functions, improving operational efficiency and service delivery outcomes.
  • Conducts end-to-end process mapping and workload analysis to identify inefficiencies, eliminate redundancies, and transition manual processes into streamlined, automated workflows.
  • Establishes and refines case tracking and intake mechanisms to enable accurate measurement of service performance to develop business rules to improve data quality and consistency.
  • Leads improvement initiatives that enhance customer service through technology, standardization, and self-service capabilities.
  • Advises executive leadership on prioritization and sequencing of modernization initiatives, leveraging data-driven insights to reduce cycle times, optimize resources, and strengthen operational effectiveness across bureaus.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience automating workflows and business processes, while embedding artificial intelligence.
  • Experience developing low code business solutions to streamline workflows.
  • Experience leading customer service improvement initiatives through technology. 

There is no substitute of education for specialized experience for the GS-14 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments for which applicants will be assigned a score between 70 and 100.  A resume review by subject matter experts will be conducted for the top qualified candidates based on total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.
