The position performs analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations. Duties
The tour of duty is Monday-Friday 8:00 a.m. – 4:30 p.m.
The duties stated are at the GS-1l level.
The incumbent serves as the jurisdiction lead over family and medical leave act and workers compensation. The incumbent will be responsible for managing, including auditing and directing, all work assignments completed by the Administrative Support Assistants serving as the jurisdictions Time and Leave Clerks and is responsible for managing the Executive Director and Deputy superintendent time and attendance activities directly.
Duties include, but are not limited to:
- Identify procedural problems in program operations, using quantitative or qualitative methods and make recommendations in reports.
- Conduct studies on operating programs related to leave management to reduce jurisdictional risk in the areas of leave management, workers compensation, FMLA and time and attendance.
- Study proposed legislation and/or regulations for impact on programs.
- Provide oversight into the operational implementation of time and attendance activities including but limited to ensuring leave restriction is put into place when applicable, secure the necessary approvals for advance leave request, conduct routine audits of time punches and approvals, and serve as the time and attendance clerk to the Superintendent and Deputy Superintendent LA Code.
- Investigate and correct excessive absence without leave (AWOL) occurrences by way of supervisory counsel and progressive discipline.
- Respond to inquiries from employees and supervisors pertaining to individual leave accrual and use, payment of special shift differential, and other types of premium pay and actions.
- Research time, attendance and leave problems; as revealed by either the automated system or by the employee.
- Serve as the jurisdiction’s lead on family and Medical Leave Act and workers' compensation.
- Manage the jurisdiction’s review of all matters and serve as the liaison between Human Capital Management Division, Employee Labor Relation Branch on FMLA, Workers Compensation team and House Office Buildings.
- Act as a field representative when handling Worker's Compensation Claims. Assists in the timely completion of forms.
- Assist Supervisors and injured employees in completing and signing forms for medical treatment.
- Maintain contact with injured or ill employees with supervisors' assistance. Coordinate controversial injury claims with supervisors and Employee Relations Branch. Notify Safety Office of all injuries and accidents.
- Assist Supervisors in the development of and completion of forms for short-term modified work assignments.
- Evaluate the overall costs for time and attendance, leave, worker’s and unemployment compensation and medical surveillance programs and determine improvements to provide the most cost effective and efficient reduction in program costs.
- Create and implement efforts to reduce jurisdiction financial risk associated with leave management and/or abuse and improving operational effectiveness and efficiency through improved time and attendance measures.
- Maintain and monitor integrated records and reporting systems that affect policies and programs throughout House Office Buildings.
- Establish and promote a records management program controls to improve records management security, such as centralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data and document searches.
- Develop tools to promote effective coordination of decentralized records management activities.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-9 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-07) grade level.
Specialized experience is defined as having experience:
- Providing qualitative and quantitative analysis for measuring effectiveness, efficiency, and productivity of operations;
- Managing and/or coordinating time keeping process for an organization; and
- Providing family and medical leave act and workers' compensation responsibilities.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combining Education and Experience: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
