Summary

This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Programs (N91). Incumbent serves as a Headquarters Management and Program Analyst responsible for providing day-to-day support to Family Readiness staff managing a wide range of quality of life programs including Work and Family Life, Counseling and Advocacy Prevention, Integrated Primary Prevention Program, and Sexual Assault Prevention and Response.

Duties include but are not limited to:

  • The Program and Management Analyst provides support to program directors, managers, region and installation FFR professionals on a variety of operations and functions, responsible for the operation of Navy-wide programs. This includes matters related to appropriated (APF) and non-appropriated funds (NAF) employees. Responsible for actions involving multiple functions, programs, departments, commands and agencies. Actions may require coordination both internally (CNIC/DON) and externally (DoD/municipal/private sector). Coordinates administrative operations and logistical support, within assigned programs, for program directors/managers who determine resources and policy guidance for Quality of Life (QOL) programs, enterprise wide.
  • Plans and executes a variety of administrative functions, to include but not limited to, such as developing, reviewing and assisting in developing point papers, briefs, congressional testimonies/hearings, statements and other items for presentation or information to FFR Executives and senior leadership within CNIC, DON and DoD.
  • Serves as subject matter expert on correspondence policy. Prepares and revises military and non-military correspondence, endorsements, enclosures, memorandums and messages to ensure content, routing and format is in accordance with established policy. Conducts periodic surveys and analyzes to determine adherence to letter writing principles, proper format, and distribution. Authenticates correspondence, orders, records, reports and other official communications and obtains authorized signatures as appropriate. Provides written correspondence and ensures dissemination to appropriate personnel.
  • Provides general administrative and logistical support for assigned programs.
  • Establishes and monitors multiple systems (e.g. HQ Web Taskers, TWMS, Gateway Portal and ETMS2) for suspense to ensure compliance through personal follow-up action.
  • Conducts organizational review of internal processes and operating procedures, to ensure conformance with pertinent administrative regulations, procedures, and policies to make recommendations for change and increase operational efficiency. Drafts and coordinates with other programs to develop internal operating procedures and streamline office processes.
  • Serves as Kronos and SLDCADA timekeeper for the Division, entering and maintaining accurate records of leave and attendance for employees.
  • Makes arrangements for meetings, conferences and maintains management calendars.
  • Serves as the Division Check-in/Check-out Coordinator for new and departing employees. Provides support to relocating or newly arriving personnel and assists with varying personnel related issues, to include PCS orders, transportation arrangements, etc.
  • Tracks and maintains the current status of recruitment/personnel actions to include rating periods, awards, step increases, and performance reviews to provide periodic updates to management. Reviews completed personnel forms to ensure compliance with policy and regulations, as necessary.
  • Researches and collects data from diverse sources to recommend resolution for complex issues.
  • Coordinates data calls to Regions via the HQ Web Tasker system which includes Congressional inquiries and multiple taskings from DON and outside agencies that can be highly confidential in nature.
  • Serves as Division point of contact for the Defense Travel System (DTS) and NAF travel process. Prepares, assists, and submits travel authorization orders, vouchers, Invitation Travel Orders and Non-Activity Orders. Register new system accounts and provides training and orientation to travel systems and processes for APF and NAF employees. Coordinates with CNIC Financial Service Center (FSC), CTO, and NAF travel helpdesk to resolve processing issues with orders and vouchers. Runs quarterly travel reports for Family programs to assist in tracking travel budgets. Coordinates all aspects of the Directors and Program Managers travel. Makes necessary arrangements and prepares itineraries in accordance with JTR/JFTR regulations. Creates, submits, and tracks area clearance requests for employees and contractors traveling outside of the US.
  • Serves as point of contact for required training initiatives for family readiness personnel to ensure completion and compliance with mandatory training requirements. Ensures all training and materials are updated regularly and are available to employees.

Qualifications

A qualified candidate possesses the following:
  • At least three (3) years of specialized experience providing administrative management in support of the Department of Defense (DoD) program operations or a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or an equivalent combination of education and experience.
  • Working knowledge of federal and agency regulations.
  • Comprehensive knowledge and experience with administrative management principles and techniques, FFR programs and services, CNIC programs and missions, as well as knowledge of pertinent laws, regulations and policies related to program operations.
  • Knowledge of information management regulations such as those related to correspondence, mail, publications and filing.
  • Knowledge and direct experience in preparing, editing and processing Navy correspondence, directives, memorandums, messages, enclosures, etc.
  • Skill in compiling readily available data from prescribed sources, draft reports, supervisor direction and recognizing and correcting obvious discrepancies and data omissions.
  • Knowledge and direct experience in coordinating meeting logistics.
  • Expert skills in computer applications for administrative support functions and knowledge of a variety of common administrative software, applications, and web-based programs, to include but not limited to, Enterprise Task Management Software Solution (ETMS2), Total Workforce Management Services (TWMS), Defense Travel System (DTS), the NAF travel system, SLDCADA, and Kronos.
  • Thorough knowledge of policies and procedures for travel, personnel administration, training course enrollment, requisition of supplies, and basic hiring processes.
  • Ability to identify problems, plan, research, collect, sort, and analyze information to formulate plan of action and milestones for the accomplishment of tasks.
  • Review and interpret policy/regulations to evaluate relevance.
  • Develops course of action recommendations and takes appropriate actions to promulgate resolution.
  • Proven ability to coordinate and manage concurrent tasks, priorities, and projects, under strict deadlines, while maintaining a high level of attention to detail.
  • Demonstrated initiative and skill in organizing and coordinating efforts to meet complex planning needs and unanticipated requirements.
  • Ability to work effectively as a team member or individually with various levels of management and staff.
  • Must have excellent customer service and interpersonal skills.
  • Skill in communicating effectively both orally and in writing with senior managers and staff.
  • High degree of tact and diplomacy necessary to perform various liaison functions and coordinate division/departmental priorities while working with management officials and staff at all levels.
  • Ability to exercise judgment in all person-to-person work contacts.
  • Ability to adapt to changing working conditions and frequent interruptions involving frequent pressures of short deadlines that must be met.

Education

A qualified candidate possess one of the following:

At least three (3) years of specialized experience providing administrative management in support of the Department of Defense (DoD) program operations.

A Ph.D. or equivalent doctoral degree leading to such a degree in a subject-matter field appropriate to the position.

Three (3) full years of progressively higher-level graduate education leading to such a degree in a subject-matter field appropriate to the position.

An equivalent combination of education and experience.
