Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations (OCO). The selectee coordinates key aspects of campus-wide Facilities Management, managing associated systems and support contracts and advises management on facilities management systems, leads initiatives to ensure high-quality facilities support for AOC occupants, and provides oversight of AOC’s Computer-Aided Facility Management (CAFM) and Computerized Maintenance Management Systems (CMMS).

Duties

The individual selected for this position promotes effective communication and collaboration, working closely with Customer Service and Data Analytics Programs to enhance efficiency and customer satisfaction. Resourcefulness and attention to detail are crucial for maintaining high standards and exceptional customer service.

Major Duties:

Facilities Management Systems Oversight

Manages and maintains technological systems that operate and monitor the AOC's 18 million square feet of buildings and 570 acres of grounds, including software, hardware, data, and network infrastructure.

Facilitates bi-directional integration of multiple agency systems.

Ensures efficient building operations, maintenance scheduling, and data analysis to optimize facility management system best practices.

Serves as a senior analyst and subject matter expert on facilities management systems, including Computer Aided Facility Management (CAFM), Integrated Workplace Management System (IWMS), Computerized Maintenance Management System (CMMS), Space Management, Geographical Information System (GIS), and Inventory Management.

Oversees and optimizes system utilization for space needs analysis, allocation, planning, tracking, and reporting to maximize efficiency and cost-effectiveness.

Acts as the Systems Specialist for AOC's CAFM and CMMS, encompassing: System implementation, configuration, and updates; User training for effective system utilization; System maintenance and technical troubleshooting; Integration with other organizational systems (e.g., HR, accounting, asset management); and System security and access control.

Supports the development, implementation, and refinement of AOC’s facilities management strategy, policies, and systems, incorporating industry best practices.

Facilitates complex programs and initiatives to enhance understanding of facility needs, assess deficiencies, and improve responsiveness and conditions.

Develops and monitors best practices and metrics for facilities management systems, driving continuous improvements and ensuring resource alignment with client requirements.

Conducts and manages periodic quality audits, preparing reports and monitoring outcomes.

Serves as, or provides backup for, the Contracting Officer’s Representative (COR) for contracts related to IWMS, CAFM, CMMS, and other facilities management functions.

Advice, Reports, Analytics, Collaboration and Support

Provides expert advice and guidance on facilities management operations and services.

Develops, collects, monitors, analyzes, and leverages metrics (e.g., work order data) for comprehensive understanding of operations, trends, and improvement opportunities.

Prepares comprehensive written analyses, summaries, and recommendations on facilities management, with a focus on CAFM and CMMS.

Serves as liaison to operational jurisdictions and client-facing organizations, coordinating CAFM-related database development.

Assists with integrating CMMS systems, data, functions, and processes into the AOC Enterprise Asset Management system.

Ensures exceptional customer support through: Continuous Process Improvement for efficiency and error minimization; Timely execution of processes and stakeholder updates; Critical Thinking and Problem Solving to develop practical solutions; Collaborative Issue Resolution with colleagues and other Offices/Jurisdictions; Accurate Processing of Requests adhering to established procedures; Proactive Issue Identification to prevent customer impact; Maintaining accurate records of customer interactions; and Collecting, analyzing, and reporting facility data for informed decision-making.

Demonstrates a strong Customer Satisfaction Focus, inspiring staff, refining practices, and ensuring professional, efficient customer interactions.

Ensures compliance with AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations in managed areas.

Performs other related duties as assigned.

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service that demonstrates all of the following:

  • Planning, managing, and leading in the development and implementation of facilities management strategies, policies, and systems for a large organization.
  • Knowledge of and experience with Computer Aided Facilities Management (CAFM) system and/or a Computerized Maintenance Management System (CMMS), Integrated Workplace Management System (IWMS), Asset Management, and Space Management software.
  • Developing new processes and procedures to enhance and expand the CAFM and CMMS systems' reporting and analysis and gathering capabilities.
  • Analyzing data/information and measuring the effectiveness of facilities management and maintenance programs, systems, and operations.
