About the Position: Serve as a Marine Cargo Specialist, responsible for cargo stowage planning, overseeing /monitoring, stowing and loading, planning and discharge of cargo including hazardous cargo aboard vessels; and terminal operations in direct support of loading or discharge operations.

Duties

  • Monitor the loading and discharging of vessels to ensure conformance to stowage, operational plans and terms of stevedore contract.
  • Ensure that cargo is loaded for ease of discharge and in the proper rotation for ports of discharge.
  • Monitor the unloading, sorting, and temporary storage of hazardous cargo.
  • Revise and finalize stowage plans consistent with space allocations.
  • Survey damaged cargo on incoming or in transit vessels in cases where such damage has been severe due to bad weather or improper stowage.
  • Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations.
  • Survey vessel cargo spaces before loading and upon completion of loading operations.
  • Inspect vessels prior to loading to ascertain that safety and space requirements are met.
  • Detect unsafe practices or other deficiencies found in loading or stowage and advise on ways to correct and expedite activities.
  • Assure that proper actions are taken to protect the interest of the government and compliance by the Contractor with regard to contract provisions.
  • Document the starting and ending of standby time, extra labor, and services performed under the contract/tariff provisions.
  • Certify stevedore contract labor, the amount of cargo loaded/discharged and services rendered.
  • Initiate daily logs reflecting the working number of longshoremen and contract operational details.
  • Consult with SRTS contractor concerning manpower needed to support vessel and terminal operations.
  • Monitor all aspects of the stevedoring contract to ensure utilization of vessel space is optimized, cargo/ship operations are safe, equipment is operated efficiently, accurately, safely, and documentation is prepared accurately and timely.
  • Provide technical advice, guidance and instructions of hazardous materials to port terminal operations.
  • Make on the spot decisions as to allocation of cargo to spaces other than shown on pre-stow plan due to information gained through receiving and shipping activities.
  • Maintain continuing liaison with representatives of MSC, commercial transportation companies, key military and civilian personnel of Army, Navy, Marines, Air Force, Coast Guard, Agriculture, SDDC, and other terminal and division elements.
  • Provide technical advice, guidance and instructions to nontechnical specialist concerning difficult assignments and problems encountered to assure successful execution of functions.

  • Must be able to obtain and maintain a valid state or government driver's license.
  • Must be able to obtain and maintain qualifications on various types of government owned material and container handling equipment.
  • A pre-appointment and annual physical are required.
  • Must be HAZMAT certified. Failure to obtain certification within six months of appointment may result in an adverse action.
  • Position may require rotating shifts and other than normal duty hours.
  • If appointed as a COR, the employee is required to (at a minimum) complete the following online training courses: CLM 003 Overview of Acquisition Ethics and CLC 106 COR with a Mission Focus.
  • Employee must complete a minimum of 16 hours of COR-Specific training required every 3 years, or before assuming COR responsibility if the individual has not performed COR responsibilities within the previous 24 months.
  • Work conditions sometimes require the incumbent to work outside during all types of weather conditions.
  • This position has a Temporary Duty (TDY) or business travel requirement of 45% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
