To be eligible for this position, applicants must meet the specialized experience requirements listed below.
This position includes a Quality Ranking Factor (QRF) related to Contracting Officer's Representative Level I or higher (COR) certification. As defined by the U.S. Office of Personnel Management (OPM), a QRF is a knowledge, skill, or ability that is not essential to perform the job, but that enhances a candidate's ability to perform the work and may be used to rank qualified applicants.
While not required, possession of a valid COR certification may improve your standing in the evaluation process.
GS-9
Specialized Experience:Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-7) in the federal government.
Specialized experience is defined as: (a) coordinating administrative functions such as travel, procurement, and timekeeping to support daily operations and ensure compliance with agency policies; (b) analyzing operational data to identify inefficiencies and recommend improvements that enhance service delivery and workflow; and (c) developing internal procedures for travel, transit, and transportation programs to align with policy requirements and improve process consistency.

Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, may be substituted for the required specialized experience.
GS-11
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-9) in the federal government. Specialized experience is defined as: (a) managing administrative programs such as travel, procurement, and timekeeping to ensure operational continuity and compliance with evolving agency requirements; (b) applying workflow analysis, root cause evaluation, and performance metrics to improve service delivery and resolve operational inefficiencies; and (c) developing and updating policies and procedures for travel, transit, and transportation systems to support changing organizational needs and regulatory standards.

Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the required specialized experience.*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
