Summary

The FRTIB is looking for a highly qualified and motivated individual to serve as a Mission Support Specialist.

This Job Opportunity Announcement (JOA) may be used to fill other Mission Support Specialist, GS-0301-9/11 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

The major duties of the position are:
  • Plans and carries out program activities, to ensure compliance with established policies and procedures.
  • Uses computer software to create reports and spreadsheets that document travel costs, transit benefits, and other program information.
  • Presents recommendations and implements improvements to meet changing mission needs.
  • Provides technical support to the Office of Resource Management (ORM) staff and leadership.
  • Provides guidance to employees and managers on timekeeping and travel policies.

Probationary Period. One-year probationary period may be required.

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Applicants who have held a General Schedule (GS) position within the past 52 weeks must meet the Time-in-Grade requirement. This means they must have completed 52 weeks of federal service at the next lower grade level-GS-7 for GS-9 positions, and GS-9 for GS-11 positions.

Qualifications

To be eligible for this position, applicants must meet the specialized experience requirements listed below.

This position includes a Quality Ranking Factor (QRF) related to Contracting Officer's Representative Level I or higher (COR) certification. As defined by the U.S. Office of Personnel Management (OPM), a QRF is a knowledge, skill, or ability that is not essential to perform the job, but that enhances a candidate's ability to perform the work and may be used to rank qualified applicants.

While not required, possession of a valid COR certification may improve your standing in the evaluation process.


GS-9

Specialized Experience:Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-7) in the federal government. Specialized experience is defined as: (a) coordinating administrative functions such as travel, procurement, and timekeeping to support daily operations and ensure compliance with agency policies; (b) analyzing operational data to identify inefficiencies and recommend improvements that enhance service delivery and workflow; and (c) developing internal procedures for travel, transit, and transportation programs to align with policy requirements and improve process consistency.

Or

Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, may be substituted for the required specialized experience.

GS-11
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-9) in the federal government. Specialized experience is defined as: (a) managing administrative programs such as travel, procurement, and timekeeping to ensure operational continuity and compliance with evolving agency requirements; (b) applying workflow analysis, root cause evaluation, and performance metrics to improve service delivery and resolve operational inefficiencies; and (c) developing and updating policies and procedures for travel, transit, and transportation systems to support changing organizational needs and regulatory standards.

Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the required specialized experience.*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
