Summary

The Office of Information Technology (OIT) is seeking a Supervisory Management and Program Analyst (Mission and Organizational Capability Assistant Director). The Assistant Director will lead organizational change efforts designed to strengthen mission delivery and improve overall operational effectiveness. The role develops and implements structured change management strategies that ensure workforce readiness and stakeholder alignment for major organizational initiatives.

Duties

You will provide expertise in strategic communications by developing clear, consistent, and targeted messaging that supports leadership priorities and enhances employee engagement. The position analyzes and improves business processes to increase efficiency, streamline workflows, and reduce operational barriers. It collaborates with leaders and cross-functional teams to identify capability gaps and recommend solutions that enhance organizational performance. The role also monitors the implementation of change and process improvement efforts to ensure sustainability and alignment with mission objectives.

In this role as a Mission and Organizational Capability Assistant Director, you will be responsible for:

  • Developing and executing organizational change management strategies, plans, and activities for major agency initiatives.
  • Designing and delivering strategic communication products, briefings, and messages that support program goals and organizational priorities.
  • Facilitating stakeholder engagement sessions, workshops, and meetings to build commitment, readiness, and understanding of proposed changes.
  • Analyzing business processes, maps workflows, and identifies opportunities to improve organizational efficiency and effectiveness.
  • Conducting change impact assessments, stakeholder analyses, and readiness evaluations to support executive decision-making.
  • Advising leadership on organizational capability-building strategies and best practices in change management and operational improvement.
  • Tracking milestones, measures outcomes, and evaluates the effectiveness of change initiatives, recommending adjustments as needed.
  • Coordinating cross-functional teams to ensure alignment of business processes, communication strategies, and change activities.
  • Supporting the integration of new systems, tools, and procedures by developing training materials and implementation guidance.
  • Assessing training needs and coordinates training offerings to support professional growth within the organization.
  • Developing knowledge management strategies and facilitates continuous input of content to strengthen knowledge management structure and framework.

  • SUPERVISORY PROBATIONARY PERIOD: This appointment may require completion of a two year supervisory/managerial probationary period.
  • The duties of this position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

MINIMUM QUALIFICATION REQUIREMENT:

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:

  1. Managing and facilitating strategic communications initiatives for an organization;
  2. Engaging in business process improvement initiatives to help drive innovation within an organization; AND
  3. Performing organizational change management functions in support of an organization's transformation initiatives.

  • Strategic Execution: Understand and implement SEC's and Division/Office's policies and goals, regarding personnel or programs in their purview anticipating, identifying, and addressing the impact of internal and external environmental factors, linking them to capabilities and potential of the organization.
  • Communications Strategy Design: Creates and implements comprehensive and effective communication strategies and tactics for the organization.
  • Organizational Change Management: Knowledge of principles, strategies, and techniques for planning, implementing, and evaluating change in the organization.
  • Business Process Improvement: Uses business process reengineering methods, metrics, tools, and techniques to improve quality, speed, and service.

SEC COMPENSATION PROGRAM: Total salary (base pay + locality) is dependent upon duty location. The overall salary range listed above is provided for informational purposes. The pay for current SEC employees will be determined according to the procedures specified in the agency's policy.
