Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Motor Vehicle Operator (Title 32), Position Description Number D1961000 and is part of the AR ANG 189 LGR SQ, National Guard.

(1) Arkansas Air National Guard (AR ANG) Technicians; (2) All members of the AR ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Air National Guard).

Duties

(1) Receives, in-checks, routes, and moves parts, assemblies, components, and on-base turn-ins into and out of industrial shops. Examines items received to verify part numbers, identities, correct quantities, condition, and destination. When routing documents are missing or item is questionable, makes positive item identification by reference to national stock number (NSN), nomenclature, appropriate manuals, and blueprints. May identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs, initiating Transportation/Supply Discrepancy Reports. Determines appropriate handling methods and devices needed to move items. Prepares and processes all necessary paperwork and dispatches materials through shops. Ensures accountability, completes log books, maintenance records, reports and other transportation documents for accurate accounting.

(2) Interprets packing manuals and specifications and determines containers, protective devices, cushioning materials, methods, and techniques needed for packing a variety of tools, parts, equipment, and other items, taking into consideration such factors as size, type, weight, fragility, hazardous materials, transportation mode, and destination of items. Determines requirements for special internal support systems; including but not limited to hangers, mounts, and brackets. Custom packs items by fitting containers around parts, equipment, and other items of unusual size and shape.

(3) Constructs containers such as crates, boxes, cases and skids for use in shipment of items, utilizing Special Packaging Instructions (SPIs) when available to determine proper support requirements for items being prepared for shipment. Many items to be containerized are characterized by their irregular shapes, weight and size, and unbalanced nature requiring a determination of weight support points to prevent such items from shifting, moving, breaking loose, or becoming damaged. Selects the proper type and grade of wood, masonite, plastic or other materials needed and plans how to best utilize materials available taking into account the machining characteristics relative to strength splitting tendencies and fastening.

(4) Determines proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments. Handles and certifies hazardous cargo in accordance with International Civil Aviation Organization (ICAO), International Air Traffic Association (IATA), International Maritime Dangerous Goods (IMDG) Code and Code of Federal Regulations 49 (CFR 49) for required surface/air shipments.

(5) Assists the Distribution Manager as required in actions such as determining freight shipping requirements consistent with efficiency and transportation priorities. Formulates and prepares Commercial Bills of Lading (CBL) and procures transportation arrangements with commercial carriers and appropriate military services for equipment, supplies and material shipments. Determines and establishes freight shipping requirements utilizing the Cargo Movement Operation System (CMOS), Department of Transportation (DOT), and Department of Defense (DOD) guidance. Contacts local carriers for rates and arranges pickup and delivery services ensuring the consolidation of shipments when necessary. Procures military and commercial passenger travel reservations and prepares travel documents. Analyzes and interprets technical transportation requirements. Validate in-transit visibility (ITV) to ensure accurate control of cargo and passenger movement through the use of the Global Transportation Network (GTN). Provides technical guidance and system administrative assistance to support (CMOS) operations. Provides base level processing and manifesting for both cargo and passengers during peacetime, contingencies, and Air Expeditionary Force (AEF) movements.

(6) Operates primarily straight-in-line trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds and/or truck tractors with semi-trailers or full trailers to transport personnel or pick up and deliver supplies, materials or equipment. Couples and uncouples the truck tractor and semi-trailer or truck and trailer, and connects and disconnects the air brakes and electrical lines. Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. Operates vehicles on interstate highways, winding roads, and steep grades and manipulates the dual braking system to prevent the semi-trailer or trailer from jackknifing. Ensures cargo is properly loaded, distributed and secured.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Maximum Military Grade: NTE E-8/SMSgt

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE:
Experience or training which demonstrates the ability to operate and perform operator maintenance on straight-in-line trucks which typically have an approximate gross vehicle weight of more than 32,000 pounds. Experience demonstrating ability to operate truck tractors with semi-trailers or full trailers and motor coaches. Experience operating vehicles over a variety of roads including interstate highways, narrow country roads, and on steep winding grades. Experience driving vehicles without mishap in complicated traffic situations.

Education

DUTIES CONTINUED:

(7) Operates electric, LPG, or diesel powered fork lift trucks capable of lifting loads weighing less than 10,000 pounds as high as 168 inches. Drives fork lift trucks over wood, concrete, or similar type floors through narrow aisles in buildings and in such confined spaces as railroad cars or trucks. Transports items that are bulky and unwieldy utilizing appropriate load balance and adequate protection for items. Occasionally drives outside over rough surfaces.

(8) Drives one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on local and public roads at highway speeds. Picks up items from supply points, local vendors, and suppliers. Provides pick-up and delivery services for priority and routine shipments. Checks routine maintenance items on assigned vehicles such as oil, tire pressure, windshield washer fluids, power steering fluids, and gas as per required preventive maintenance guidance. Keeps assigned vehicle in good appearance and assures it is in top-notch condition for periodic vehicle inspections.

(9) Performs warehouse work to include receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; packing and unpacking material.

(10) Adheres to and Enforces safety, fire, and housekeeping standards. Ensures safety procedures are followed when working with dangerous and hazardous cargo such as ammunition, radioactive, and corrosive material. Adheres to and ensures compliance with various safety regulations.

(11) Performs a variety of extensive servicing and light maintenance work on assigned vehicles. Assists in dispatching vehicles or in the issuance of forms, credit cards or military driver's licenses.

(12) Performs other duties as assigned.

-- Broad knowledge of organizational practices and activities and skill in applying this knowledge to plan and accomplish a variety of complex work assignments, and the ability to identify, analyze and resolve transportation issues or problems.

-- Ability to judge road/traffic conditions and read maps to determine the shortest and safest route.

-- Ability to interpret instructions, specifications, etc. related to motor vehicle operation, power take-off unit operation, and preventive maintenance; and meet cargo pickup and delivery schedules/deadlines.
