Duties
As a Natural Resource Management Specialist, you will perform the following duties:
- Lead strategic thinking for and support the implementation of reducing land-based sources of pollution (LBSP) to coral reef ecosystems in US states and territories containing shallow coral reefs. Mitigate runoff from agriculture, coastal development, road construction, storm events, and oil and chemical spills on coral reef ecosystems. Develop and help implement management and restoration plans within coral reef action plans for priority watershed to effectively reduce pollutant loading from watershed to priority coral reef ecosystems.
- Lead planning for Coral Reef Conservation Program (CRCP) LBSP activities. Coordinate the development of goals, objectives, and specific performance targets. Assess LBSP performance measures related to pollutant loads to provide recommendations to CRCP on how to achieve agreed upon performance measures.
- Work to enhance partnerships and ensure cross-agency coordination in implementing LBSP provisions of the National Coral Reef Resilience Strategy. Develop and lead watershed management workshops at US Coral Reef Task Force (USCRTF) meetings. Support local implementation of watershed management plans and USCRTF Watershed Priority Initiatives.
- Serve as Contracting Officer's Representative (COR) for watershed development project planning and design contracts. Monitor contracts to ensure compliance with established procurement regulations and Federal Acquisition Regulations. Oversee and participate in the development and execution of contracts management. Work with the contracting officer to oversee and evaluate contractor performance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
To qualify for the 0401 series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
- Conducting studies of the growth, management, conservation, recreation impacts or economic issues of coral reef systems;
- Analyzing the effectiveness, efficiency, or productivity of coastal or marine management programs; and
- Working with federal, state, or local partners to address natural resource management challenges related to coral reef ecosystems.
Education
- Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
