Summary
Climate Change Fellows will support the implementation of the agency's climate strategy under the Inflation Reduction Act (IRA) statute for better understanding and measuring the climate impacts of conservation and management practices and for improving carbon sequestration and greenhouse gas (GHG) estimations. NRCS's mission is to deliver conservation solutions to agricultural producers for protecting natural resources while maintaining and enhancing agricultural land productivity.

Duties
- Review and develop conservation and management activity data for agroecosystem (e.g., watershed, farm) assessment projects.
- Assist with development of agroecosystem assessment plans and reports and provide support to agency's program leaders.
- Serve as a technical expert for supporting agroecosystem assessment by evaluating biogeochemical processes and outcomes based on sound application of interdisciplinary sciences.
- Provide improvement to agency-supported agroecosystem models or tools with measurement and improved activity data to address and reduce the environmental consequences of production agriculture.
- Serve as technical expert liaison with NRCS institute specialists and scientists to support and coordinate science-based agroecosystem conservation and climate assessment.
- Provide technical support on new agroecosystem modeling approaches and decision support tools.
- Develop technical and informational reports, handbooks, and papers on multi-scale agroecosystem modeling and assessment.
- Provide technical support and training on decision support tools related to large scale and site- specific natural resource and conservation planning.
- Develop metadata and training courses and conducts workshops and training.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Education Requirement: 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.; OR
Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Basic Education Requirement: 0408
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Basic Education Requirement: 0457
Degree: soil conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science OR
Combination of Education and Experience: of at least 30 semester hours in one or more of the disciplines shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is defined as:
- Compiling field measurement data or management activity data (e.g., tillage, cover crop, irrigation, fertilization, or livestock) for agroecosystem modeling.
- Assist in evaluating and improving ecosystem biogeochemical processes related to carbon (C) and nitrogen (N) cycling pools (e.g., soil organic C, biomass C, CO2-N2O-CH4 fluxes).
- Conducting modeling and assessment using field, watershed, or farm scale agroecosystem models (e.g., EPIC, DayCent, DNDC, APEX, SWAT, or RuFaS).
- Experienced in using computer languages (e.g., Fortran, C/C++, Python, or others) and assisting in tool documentation and training.
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is defined as:
