Summary
As a Federal Recovery Consultant, the incumbent provides enterprise level consultation and assistance to Lead Coordinators (LC) and Care Management Teams (CMT) in the Departments Veterans Affairs (VA) and Defense (DoD), providing clinical and non-clinical assistance and advice about DoD, VA, other Federal agencies, community, and other resources available to support Service members, Veterans, and the family or caregiver.
Duties

The Federal Recovery Consultant (FRC) executes leadership characterized by substantial and continuous responsibility and accountability for integrated programs that cross services and/or discipline lines and influence organizational mission and health care regarding the development and implementation of initiatives, policies, and resources required for patient centered care delivery. The FRC addresses critical healthcare issues by working collaboratively with stakeholders within VA, Veterans Health Administration (VHA), Veterans Benefit Administration (VBA), Department of Defense (DoD), all military services, congressional offices, state, and local government officials, as well as not-for-profit organizations. The FRC improves effectiveness and efficiency in the delivery of healthcare, services, and benefits through optimal use of available resources and technology for Service members, Veterans, and their families/caregivers.
Other duties includes but not limited to are:
- Executing national level leadership. FRC Clients are severely wounded, ill or injured (WII) Service members, or Veterans with complex care coordination needs, and their families/caregivers.
- Serving in the role of Joint Recovery Consultant as defined in the DoD/VA MOU for Complex Care Coordination dated July 29, 2014.
- Utilizing the nursing process to develop strategic plans and interdisciplinary health care initiatives to meet the needs of national health care networks while emphasizing patient centered care across the health care continuum. Focused areas of responsibility include assessment, diagnosis, planning, implementation, and evaluation of healthcare delivery for WII Service members and Veterans receiving care in Military Treatment Facilities, VA Medical Centers, and/or community hospitals, and providing recommendations to the Director regarding complex care coordination requirements.
- Consulting and collaborating with stakeholders in VA, VHA, VBA, DoD, private sector, professional organizations, congressional offices, consumer groups to address national level complex healthcare delivery and nursing practice issues.
- Analyzing issues and implementing national strategies to support the mission and strategic goals of stakeholders and facilitating action plans related to national VA, VHA, VBA, and DoD strategic goals.
- Providing enterprise-level consultation and assistance to Lead Coordinators (LC) and Care Management Teams in DoD and VA navigating care for Service members, Veterans, and their families/caregivers.
- Providing nursing expertise serving as consultant for VA and DoD LCs, military liaisons, members of the military's wounded warrior programs, Recovery Care Coordinators, TRICARE beneficiary counseling and assistance coordinators, VA vocational and rehabilitation counselors, VA Liaisons, VA specialty case managers, Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VBA Benefits counselors, and others.
- Possessing nursing expertise in recovery care planning and serving as a consultant for Lead Coordinators in the development of the Interagency Comprehensive Plan (ICP). Ensures Service members, Veterans and their families/caregivers have access to appropriate clinical and non-clinical healthcare, services, and benefits. These services include but are not limited to, access to necessary medical care, rehabilitation, education benefits, employment and training programs, and disability benefits.
- Overseeing a small subset of the complex care coordination population requiring high-intensity management and providing a channel of communication for field level staff to assist Veteran Integrated Service Network (VISN), VHA Central Office leadership, and assigned military headquarters leadership in identifying, validating, and implementing improvements for care and benefits coordination and processes.
