Summary

This position is located at the Quality of Life Programs (J9), Joint Region Marianas (JRM), Guam. The mission of JRM Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs.

Duties

Major duties and responsibilities are summarized below.

Provides administrative and program support through a wide array of assignments to include general office administrative services in direct support of all programs that fall under the QOL programs. Receives visitors and telephone calls to the office, determines the nature of requests and directs visitors and/or callers to appropriate staff, or personally provides the information desired when routine or procedural matters of the office are involved. Screens calls appropriately. Schedules routine appointments and meetings. Produces a variety of documents and correspondence such as but is not limited to correspondence, reports, spreadsheets, presentations, emails, etc., using multiple function office equipment, software, and applications. Coordinates and serves as the recorder for NAF (QOL) Council and/or other meetings/briefings as directed by supervisor/program manager. Responsible for preparation of agenda items on PowerPoint slides to be discussed at meeting. Maintains records and files for the supervisor/program manager. Provides prompt and efficient process of incoming and outgoing correspondence, directives, and reports. Assists supervisor/program manager with the receipt, consolidation, and reporting for all QOL programs. Reviews, revises, and maintains QOL programs local standard operating procedures (SOPs) for grammar, punctuation, and administrative content. Carries out essential procedures regarding official recordkeeping and disposition of files. Ensures files include all required documents that are properly signed. Serves as a point of contact for all travel and training for supervisor/program manager and office staff. Prepares and tracks travel/training documents for the department and processes accounting data for Temporary Additional Duty (TAD) orders. Makes necessary arrangements for travel, arranging schedules or visits, making reservations, notifying organizations and officials to be visited, and submitting travel vouchers and reports, as needed. Coordinates the ordering and receiving of all department supplies, materials, and equipment. Reconciles monthly purchase card accounts. Maintains records to ensure compliance with purchase card guidelines. Responsible for the management of minor property assigned to the property. Conducts special projects and assignments as assigned by the supervisor/program manager. May be provided material to research, develop and/or formalize issue papers; Power Point formatted briefings/presentations; instructions and Standard Operating Procedures (SOPs); official Navy messages; Memoranda or Agreements (MOAs); and other documents that require review and approval in accordance with Installation and Navy Correspondence Guidelines. Creates and/or maintains a database for program statistical tracking. May be assigned as Building Manager to submit and track maintenance work requests and liaison with other agencies or departments to coordinate work requests, trouble calls, telephone or IT issues.

Knowledge of Federal, Department of Defense (DoD), and Navy policies and regulations pertaining to QOL programs. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software, e.g., database, spreadsheet, and word processing. Knowledge of English grammar and usage, format, and procedural requirements. Work is primarily sedentary. However, some walking, standing and lifting of boxes weighing up to 15 pounds may be required. Knowledge of the organization of office files and the purpose and content of documents in the files. Knowledge of the clerical steps in processing files and retrieving information in files to prepare reports and maintain suspense records. Knowledge of procedures for travel and training requests. Knowledge of techniques to develop briefings for specific QOL programs and the mission, functions and organizational structure of the QOL programs, in general. Knowledge of procedures for use of the DOD Government Purchase Card Program, and the ability to attain appointment as a purchase cardholder. Skills in writing and oral communication to write/type letters, memoranda, and reports, and clearly explain complicated regulations, procedures, and concepts to persons outside the agency. Skill in operating a personal computer and software packages such as but not limited to Word, Excel, Power Point, Outlook, etc. A fully qualified typist is required. Skill in text insertion, deletion, retrieval, manipulation, copying, printing and editing functions on word processing systems. Ability to communicate effectively orally and in writing. Must possess an exceptional degree of tact in dealing with customers, patrons, and senior management officials in government and industry. Ability to develop and effectively deliver presentations and/or briefings. Ability to understand and work with military and DoD civilian policies.

Work is primarily sedentary. However, some walking, standing and lifting of boxes weighing up to 15 pounds may be required.

Must successfully complete a National Agency Check with Inquiries (NACI) or equivalent background check upon selection and periodically thereafter as required.

Must possess and maintain a valid state driver's license. Travel to other facilities required within the normal scope of duties.

Occasional travel of less than 20% may be required

This position is ad-hoc/situational telework eligible.
