Knowledge of Federal, Department of Defense (DoD), and Navy policies and regulations pertaining to QOL programs. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software, e.g., database, spreadsheet, and word processing. Knowledge of English grammar and usage, format, and procedural requirements. Work is primarily sedentary. However, some walking, standing and lifting of boxes weighing up to 15 pounds may be required. Knowledge of the organization of office files and the purpose and content of documents in the files. Knowledge of the clerical steps in processing files and retrieving information in files to prepare reports and maintain suspense records. Knowledge of procedures for travel and training requests. Knowledge of techniques to develop briefings for specific QOL programs and the mission, functions and organizational structure of the QOL programs, in general. Knowledge of procedures for use of the DOD Government Purchase Card Program, and the ability to attain appointment as a purchase cardholder. Skills in writing and oral communication to write/type letters, memoranda, and reports, and clearly explain complicated regulations, procedures, and concepts to persons outside the agency. Skill in operating a personal computer and software packages such as but not limited to Word, Excel, Power Point, Outlook, etc. A fully qualified typist is required. Skill in text insertion, deletion, retrieval, manipulation, copying, printing and editing functions on word processing systems. Ability to communicate effectively orally and in writing. Must possess an exceptional degree of tact in dealing with customers, patrons, and senior management officials in government and industry. Ability to develop and effectively deliver presentations and/or briefings. Ability to understand and work with military and DoD civilian policies.
