Summary

The Operations Research Analyst serves in the Unmanned Aircraft Systems (UAS) Integration Office Research, Engineering, and Analysis Division's Engineering Analysis and Partnership Branch, AUS-310.

Duties

The Operations Research Analyst performs multiple, varying, and complex mathematics, statistical, and scientific analytical assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical analyst. May act as a contributing analyst on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge of scientific methods and techniques used in the design, development, and adaptation of mathematical and statistical analysis of management problems, and for providing insight about the probable effects of alternative solutions to these problems. Develops plans and techniques to improve programs and policies related to the Unmanned Aircraft System (UAS) and Advanced Air Mobility (AAM) integration research. Uses statistical software in working with more experience analyst in simulating current and future events and identifying future research needs in accordance with the Federal Aviation Administration's (FAA) UAS and AAM integration research strategy.

Examines quantitative and qualitative data to uncover trends or relationships among variables or datasets, utilizing various methods such as mathematical and statistical tools and models. Utilizes advanced analytical tools and data visualization methods and tools to identify and evaluate trends or developments in aviation data. Performs statistical analysis, simulations, and predictive modeling to evaluate and develop solutions for complex organizational problems, ensuring effective integration and implementation.

The analysts defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules. As a contributing analyst, utilizes research requirement definition, data analysis, testing, and simulations to assists in FAA's UAS and AAM research studies. Gathers analytical data and findings to aid management's decision making, and to support the evolving regulatory and operational framework for the safe and efficient integration of UAS and AAM into the National Airspace System.

Contacts are internal and external. Collaborates with research partners including the FAA's UAS Center of Excellence, UAS Test Sites, and industry partners. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/ technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, Department of Transportation, National Aeronautics and Space Administration Government Accountability Office, Office of Management and Budget, and Congress.

Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Selects computational or data manipulation methods to be used in research and analysis. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops and recommends techniques to address problem situations. Identifies and informs management of problems that require their attention.

The work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and AVS.

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience utilizing research requirement definition, data analysis, testing, and simulations to assists in research studies. Experience using mathematical and statistical tools and models.
