Summary

As an Operations Research Analyst in the Research Protections Office, you will serve as the NIST Export Control Manager, responsible for developing and implementing a comprehensive export control compliance program for the National Institute of Standards and Technology (NIST)

This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

The position requires a deep understanding of U.S. export control regulations and a proven ability to lead and coordinate work for a multi-disciplinary team. The employee will represent NIST in interagency working groups and committees. The position involves conducting analyses of export control regulations and their implications on NIST programs. It serves as a principal member of the NIST Research Security Team and fulfills the duties of the Alternate Senior Bureau Official for the Department's Foreign Access Management Program. Duties include, but are not limited to, the following:

  • Conduct risk assessments and develop mitigation strategies.
  • Assess, develop, and implement NIST-wide export control policies and procedures.
  • Collect and analyze data related to export control regulations and compliance.
  • Use data to identify trends, risks, and opportunities for improving NIST's export compliance program.
  • Prepare comprehensive reports and presentations detailing analytical findings, compliance assessments, and recommendations for improving export control measures.
  • Review a variety of funding awards and agreements with government, academic, and industry partners for regulatory compliance, and provide recommendations related to award or agreement conditions.

Qualifications

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to at least the GS-12 (ZP-III at NIST) level. Specialized Experience is defined as experience managing an export control program to include ensuring compliance with regulations and providing strategic oversight, policy development, and risk management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
