DUTIES AND RESPONSIBILITIES:
The Mission of the Business and Support Services Division (MR) is ¿Investing in Marines for duty, home and self.¿ We provide policy and resources to support commanders in executing business services and programs aboard Marine Corps installations worldwide, as well as back- office support to the Marine and Family Division and Marine Corps Community Services (MCCS). MCCS is a comprehensive set of programs that support and enhance the operational readiness, war fighting capabilities, and life quality of Marines, their families, retirees, and civilians. MCCS delivers goods and services, including management of retail operations, at over 2,250 facilities with a staff of more than 12,000 employees worldwide.

To help fulfill our vision, to be ¿the iconic business force of the armed forces,¿ we are seeking experienced, innovative, creative, and energetic professionals to support the Process Leadership Teams for Payroll within the Finance & Accounting Shared Services Center Japan (SSCJ) operation, a component of the Global Business Services (GBS) operation. 
This position is permanently located in Okinawa, Japan.

SUMMARY OF DUTIES: The incumbent works under the general supervision of the Senior Manager of SSCJ, receiving assignments in the form of overall service objectives to be met and successfully deliver the services to our customers. Incumbent will supervise the work of the payroll section which is comprised of both NAF and Indirect Hire Agreement (IHA) processes.

Completes assignments that involve various financial operations and transactions. Performs a variety of payroll related audits and accounting duties pertaining to the preparation and maintenance of journals, subsidiary ledgers, weekly and monthly reconciliations, and period end close procedures. Keeps process manager apprised of all issues. Monitors work and meets productivity goals. Responsible for solving problems with varying degrees of difficulty. Conducts on-the-job training and maintains procedures/instructions. Reviews supporting documentation to ensure all entries and adjustments are entered properly into the payroll and accounting system. Designs, implements, and assesses internal control processes and systems. Analyzes and reconciles pay and accounting data, complex reconciliation documents and other data to derive logical and accurate conclusions and determines appropriate corrective action to take when faced with discrepancies.

Independently performs work and assumes responsibility for planning, directing, implementing, and maintaining comprehensive payroll and financial records. Ensures all MCCS NAF and IHA employees' wages are paid timely, accurately, recorded properly in accordance with Marine Corps NAF Personnel Policy Manual, established MCCS policy for NAF and IHA Regulations on payroll procedures, and other applicable DOD and Department of Navy (DON) policies.

MINIMUM QUALIFICATIONS: 
 

  1. Bachelor's Degree in Business Administration, Accounting or Finance and relevant work experience OR Five years of experience that demonstrates knowledge of generally accepted accounting principles / practices, and people management; OR an appropriate combination of education and experience that demonstrates possession of the knowledge and skill equivalent to that gained in the above.
  2. Ability to acquire and apply a knowledge of the principles, policies and operating details of the pay and accounting system; knowledge of procedures necessary to verify and determine problem areas or irregularities and recommend solutions; and specific knowledge of Time and Attendance procedures.
  3. Skill to operate a personal computer and proficient in Microsoft Office suite with advanced skills in Excel.
  4. Skill to complete electronic communications, conduct spreadsheet analysis, analyze accounting systems, Skill to gather, assemble consolidate and analyze financial data and draw conclusions and recommend work process improvements.
  5. The candidate should possess organizational, management and interpersonal skills; demonstrated supervisory qualities and leadership skills; initiative, professionalism, and ability to work under pressure; ability to maintain quality service in a busy office environment; excellent change management skills and willingness to be flexible.
  6. Must have the skill to supervise employees in the accomplishment of work. Comfortable working in a fast-paced, high-energy environment.
  7. Eligible for situational telework.
