Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a PHYSICAL SCIENTIST (TITLE 5), Position Description Number T5210000 and is part of the HI 154 CES, National Guard.

Duties

SUMMARY OF DUTIES: Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of regulatory guidance for an installation and its immediate geographic region, with a collaborative influence extending to a broader area. Regional responsibilities may include, but are not limited to: aircraft mishap response, off site release assessments, air emission estimates, storm water discharge monitoring, and hazardous material shipments. Broader geographic impacts may include, but are not limited to: exporting project solutions, staff assistance visits, compliance assessments, and partnering with other units and intra-agency contacts to address challenges that affect multiple ANG units within or beyond state boundaries. Accomplishes long range environmental planning, budgeting, and programming activities that impacts the installation and the region. Reviews engineering planning and construction documents for environmental considerations as required. Oversees the operations of the Environmental Management Office to include providing limited supervision over any subordinate positions. Supervisory responsibilities will constitute less than 25% of the average work time, thus are not classification impacting.

  • Manages a most complex, highly technical environmental management and protection program and serves as the installation's single most knowledgeable expert on DoD, AF, ANG, EPA state specific environmental laws and regulations.
  • Manages the entire Planning, Programming, Budget and Execution (PPB&E) for the installations environmental quality (EQ) program area.
  • Prepares and guides implementation of environmental program plans.
  • Serves as an active member of the installation Design Working Group (DWG) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects.
  • In accordance with the Environmental Impact Analysis Process (EIAP) statutory requirements, the incumbent is responsible for evaluating the environmental impact of construction and renovation projects.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Performs other duties as assigned.

GENERAL EXPERIENCE:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:

1. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.

Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

2. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.

2. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

*3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

5. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.

6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Education

NOTES TO CANDIDATES:

i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:

- Dismissal from employment for delinquency or misconduct;
- Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
- Intentional false statement or deception or fraud in examination or appointment;
- Habitual use of intoxicating beverages to excess;
- Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
- Any legal or other disqualification which makes the individual unfit for service;
- Lack of United States Citizenship.

j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.

l. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

o. This type of appointment may be extended beyond the not-to-exceed date. Separation will be preceded when services are no longer needed.

p. If selection results in a permanent T32 Technician or T5 Employee to T5 temporary action, the selectee is informed in advance of the reasons for and conditions of this temporary action and will not have return rights to his/her former T32/T5 position when temporary action is no longer needed and may be effected at any time without adverse action procedures. After the temporary assignment is no longer needed, the T5 technician will be terminated.
