Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for GS-0603-12 PHYSICIAN ASSISTANT (TITLE 5), Position Description Number T5862000 iand is part of the MO Directorate of Manpower and Personnel.

APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

  • Provide subject matter expert, technical, administrative advisory and guidance to customers, command, contractors, National Guard Technicians Civilians, and Active Guard Reserve personnel on all aspects of the state level SRP process.
  • Responsible to develop and establish criteria and process for the method of flow thru the various SRP stations.
  • Establish criteria for obtaining follow up laboratory tests, X-rays and or other diagnostics based on exam type and purpose from an authorized treating provider (e.g., Periodic Health Assessment, Chapter 2 physical, Line of Duty Care).
  • Perform soldier evaluations including physical examinations to determine if the standards of AR 40-501 are met in response to Commander requests (e.g., Fit for Duty Evaluations, specialty exams for schools and positions).
  • Ensure COCOM guidance criteria and waiver submission accordingly IAW AR policy document and profile temporary limitations in the member’s medical record.
  • Provide medical support to organizations requesting support for service members.
  • Uses clinical skills and knowledge to complete comprehensive medical and physical assessments, and preventative medical services for assigned soldiers IAW with prescribed regulations, policies, and orders.
  • Performs complete exam history including records, lab and imaging evaluation and performs exams and requests through treating provider, appropriate ancillary studies and referrals as required.
  • Administers comprehensive medical assessments, physical assessments, and preventive medical services to soldiers.
  • Requests, and interprets laboratory tests related to Individual Medical Readiness (IMR). Requests, evaluates, and applies the findings of radiological studies.
  • Performs person to person provider contact in mental health assessments in the absence of a behavioral health officer.
  • Manages medical assessments addressed during the SRP process.
  • Evaluates adherence to medical care plan to include scheduled medical, physical therapy, and mental health appointments.
  • Incumbent participates in Medical Retention Determination Point (MRDP) packet preparation, profiling, and Nonduty Related Physical Evaluation Board (NDR PEB) Narrative Summaries (NARSUM).
  • Serve as medical representative for Incapacity Pay Boards (INCAP), supports Soldier Readiness Processes (SRP) and Case Management processes.
  • Partner with other members of the State MEB panel to ensure the most up to date, accurate information is provided specific to the member’s record and disposition.
  • May serve as investigation officer, or as a member of an assembled investigating team as the medical professional subject matter expert to assist in investigations, when fully trained.
  • May provide limited leader responsibilities.
  • Gives on-the-job training to lower-graded employees.
  • Performs other duties as assigned.

Conditions of Employment

  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Federal employment suitability as determined by a background investigation.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

Qualifications

BASIC REQUIREMENTS:

EDUCATION:
Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained.

CERTIFICATION: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.

LICENSURE: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

EXEMPTION: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

GS-12 SPECIALIZED EXPERIENCE:
Must possess at least two full years of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability as a certified physician assistant which includes providing care to adults.

Must maintain current state licensure, Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) or other named specialties. (Copy of specialty license MUST be uploaded electronically with application)

To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
