Duties
This position is located in the Protective
Intelligence Operations Center (PIOC), Protective Services Bureau, Office of
the Assistant Chief of Police for Protective and Intelligence Operations,
United States Capitol Police (USCP). Serves as the PIOC Deputy Director responsible
for administering the PIOC 24-hour operation that includes oversight for case
intake and triage (threats, intel, event security, and law enforcement
coordination), Members’ air/flight monitoring, protective detail tracking,
residential security system monitoring, and the intelligence analysis
processes. Performs, supervises, and manages preliminary investigative work
related to threats to Congressional Members. The PIOC initiates threat
assessments based on information from various sources including telephone calls
and electronic mail communications.
Develops investigative reports and other documents,
and presents information to senior officials, relevant commands, and others
based on the need to know. Conducts thorough reviews of the information and
documentation collected to determine if further investigatory efforts are
warranted. Provides technical guidance to the PIOC Specialists, Investigative Analysts,
and Agents regarding the overall PIOC intake and case management procedures and
processes. Participates in decision-making processes for investigations in the
assigned area. Develops and prepares written directives, policies, and standard
operating procedures applicable to the investigative activity related to the
PIOC operation and the Residential Security Program.
Coordinates with the Security Services Bureau for the
administration of the Residential Security Program and Protective Operations
support. Oversees and monitors the residential security systems for covered
protectees. Communicates with the responsible provider to ensure alarm
notifications are being attended to and verify that an acceptable resolution to
the problems was received. Communicates with other Federal, state, and local
law enforcement agencies to request assistance with possible residential and
protective security alarm issues.

Conditions of Employment
Re-employed federal annuitant must have retired under voluntary or mandatory retirement. Dual Compensation Offset Waiver for Approved Rehires: Successful applicants re-employed with the dual compensation offset waiver granted by the USCP are able to earn their full salary and their full annuity without penalty.
You must be a U.S. citizen.
Successful completion of a background investigation is required.
Must complete a one-year probationary period.
This position requires the ability to obtain a Top Secret/SCI clearance.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-13 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as experience which includes: 1) knowledge in formulating information source search strategies and evaluating data to identify patterns and relationships across criminal, public records, and other sources; 2) ability to set strategic goals, objectives, standards of performance for achievement of goals, and objectives within the area of responsibility; 3) demonstrated skill in project management, skill in utilizing spreadsheet, word processing, and presentation graphics applications.
