Major duties and responsibilities are summarized below.
Education and Training (50%)
Provide instruction to small groups and large classes in issues related to marriage enhancement, positive parenting, anger management, stress management, communication skills, conflict resolution, prevention and awareness of domestic abuse, child abuse, as well as problematic sexual behaviors in children and youth. Develop and facilitate briefings and classes to commands and other military agencies on, domestic abuse and child abuse as well as non-nonnative sexual behaviors in children and youth in order to promote healthy family interactions, healthy sexual development and reduce incidences of family maltreatment in accordance with direction from higher headquarters. Provide primary and secondary education and training to professionals and paraprofessionals who work with children aboard installation to include but not limited to: childcare programs, youth sports volunteers, schools, and law enforcement in accordance with Department of Defense (DoD) policy. Training content includes risk factors for, and the dynamics of non-normative sexual behavior in children and youth, child and domestic abuse and neglect, reporting responsibilities and their role in the coordinated community response and multidisciplinary team. Facilitates sessions of classes including but not limited to: Prevention and Relationship Enhancement Program, Parenting with Love-n-Logic, Scream Free Marriage, and Scream Free Parenting. Plans, Sexual Health through Approachable Prevention and Education (SHAPE) and participates in enduring activities in support of campaigns such as Child Abuse Prevention Month Domestic Violence Awareness Month, and Teen Dating Violence Awareness Month (TDVAM). Coordinates development of relationship enhancement activities including delivery, scheduling, advertising, and preparing a lesson plan, and coordinating childcare for attendees. Coordinates with community agencies, in accordance with agreements for both on and off support agencies, to ensure that comprehensive victim services and training are provided through a coordinated community response to domestic abuse victims. Conduct needs assessments to identify gaps in services and improve prevention programming. Analyze installation specific data regarding non-normative sexual behaviors in children and youth, child abuse and domestic abuse to identify populations at risk, trends, and areas of improvements. Evaluate the effectiveness of current programming and make recommendations for programming improvements. Utilize a variety of fact-finding techniques such as interviews, cases analysis, and observation to elicit appropriate data, identify areas of operation, and recommend policy and process improvements.
Coordinated Community Response (40%)
Participate in the Family Advocacy Committee (FAC) the policy-making, coordinating, recommending, and overseeing body for the response to child abuse, domestic abuse and problematic sexual behavior in children and youth with other agencies in accordance with the Department of Defense Instruction. Collaborate with other agencies within the "Coordinated Community Response" (CCR) framework under the FAC. Assist with the development of the CCR annual plan with specific objectives, strategies, and measurable outcomes. The annual plan includes universal, selective, and indicated interventions based on identified installation trends in regards to child abuse and domestic abuse as well as non-normative sexual behavior in children and youth. Collaborate with other program specialists who develop the program evaluation plan, suggests methodology, and provides guidance on handling of technical problems, and public relations issues. Collaborate with other military agencies to support and ensure command and unit training requirements are achieved. Work as a team with other Behavioral Health Branch prevention professionals. Conducts bi-annual installation scans to ensure that that military families, living on and off base have access to information about the Family Advocacy Program and that military families can access Family Advocacy Program resources from non-DoD agencies in the civilian community. Ensure all information and referral and awareness and prevention education services are entered and counted in Fleet and Family Support Management Information System (FFSMIS). Ensure all prevention education services are accounted for and entered in the automated Centralized Scheduling and Metrics system in use by the FFSP.
Administrative Safety Reporting (10%)
Document and record service delivery in accordance with installation procedures and higher headquarters policy. Adhere to safety regulations and standards.

1. Reemployment Priority List (RPL): Qualifying separated employees shall have priority placement in the NAF activity from which they were separated as a result of a Business Based Action (BBA), when the position has substantially the same duties as the position from which they were separated and it is not a higher grade or employment category, provided the position is not being filled by an internal candidate. 2. Military Spouse Preference (MSP): Qualifying spouses eligible for MSP are spouses of an active duty military member of the U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred before the military member received official permanent change of station (PCS) orders to Guam. MSP is applicable only when applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions. To claim this preference, you MUST:

3. Veteran's Preference/Gold Star Veteran's Preference: Qualifying military veterans, and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified.
