Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Production Controller (Aircraft) Position Description Number D0749000 and is part of the 158th Maintenance Operations Flight of the Vermont Air National Guard.

Duties

The purpose of this position is to provide planning, scheduling and control of aircraft maintenance through a variety of support maintenance shops.

DUTIES AND RESPONSIBILITIES:

1. Implements preliminary (advance) maintenance plans for assigned weapon systems and schedules immediate maintenance for transient aircraft. Designates, maintains and monitors current maintenance repair priorities of aircraft to ensure actuality and compliance with flying schedules. Authorizes and assigns aircraft maintenance jobs, job control numbers either manually or through a computerized maintenance system, work priorities, and start and completion times for scheduled and unscheduled maintenance of aircraft. Conducts the control and dispatch of shop assignments. Monitors progress of job completion by dispatched personnel. Controls maintenance on assigned aircraft and related support and training equipment. Takes prompt and decisive action to make on­ the spot adjustments to maintenance repair priorities necessitated by unscheduled maintenance requirements and incorporates all unscheduled maintenance into a daily plan.

2. Maintains visual aids depicting status of maintenance actions in progress, specialist availability and status of aerospace vehicles, aerospace ground equipment (AGE), training equipment, transportation and two vehicles, munitions loads, arming of guns and munitions, and location of aircraft and dispatched AGE. Maintains a visual schedule of daily flying, noting deviations and cancellations.

3. Coordinates with Materiel Control on mission capable (MICAP) and non-mission capable status (NMCS) of parts, adjustments to in-shop work priorities, and verification of urgency of need designators. Determines the source of supply for cannibalization actions.

4. Coordinates with Quality Assurance on functional check flight (FCF) requirements, Air Operations on flying schedule, other maintenance shops for coordination of repair work and with other functional areas as required.

5. Requests necessary support services such as firefighting activity standby, fuel and defuel and civil engineer support. Directs physical movement of aircraft and aerospace ground equipment.

6. Controls the maintenance communications and transportation systems to provide for the effective transmission of information and movement of material and maintenance personnel.

7. Develops and maintains current procedural check sheets for use during actions such as mass loads combat turnaround, broken arrow (nuclear emergency), emergency notification, aircraft crash, flightline fire, severe weather warning evacuation. Monitors and revises the sequence of preselected aircraft required for contingency commitments.

8. Makes required inputs to the automated data system and retrieves data and/or computer-generated products as required.

9. Conducts training of assigned military personnel.

Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Air National Guard must be eligible for immediate membership. Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.

Military Rank/Grade: Individually addressed up to TSgt/E6

Minimum Qualification Requirements: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.

Specialized Experience: Must have 24 Months experience, education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities. Experience in performing or supervising journeyman level work in a production facility. Experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.

-Ability to formulate effective production control programs, assessing the effectiveness of production programs, and investigating or analyzing a variety of unusual production problems and conditions.

- Skills in planning, scheduling, controlling and analyzing maintenance performed on assigned vehicles and associated equipment.

- Knowledge and experience relating to vehicle/special purpose vehicle/equipment maintenance in performing recurring projects.

- Knowledge of types and kinds of labor required and of a variety of material resources and their cost.

- Knowledge in advanced planning and immediate short term scheduling control of maintenance for assigned vehicles and equipment as well as on a long-term basis.
