Summary

This position is part of the Defense Security Cooperation Agency.

Duties

As a PROGRAM ANALYST (COR) at the GS-0343-12/13 some of your typical work assignments may include:

  • Serving in the role of Contracting Officer Representative (COR) and Subject Matter Expert (SME) responsible for the management and oversight of DSCA Headquarters (HQs) contract requirements assigned by the Financial Reporting and Compliance Chief.
  • Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
  • Gathers, analyzes, and acts on a variety of information pertaining to program operations, specifically costs, schedule and performance data.
  • Serves as an adviser on a wide range of pre and post contractual issues coordinating with DSCA Divisions to identify administration needs of existing requirements as well as a forecast of future requirements.
  • Provides advice and assistance to the Lead COR/and Managers in cost/schedule contractual management, ensuring proper interpretations of DoD, DSCA reporting requirements.
  • Monitors, reviews, and determines whether the contractor's performance is in compliance with the terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements.
  • Ensures all COR contract files are properly maintained in accordance with DoD Instruction 5000.72 for the COR Program.
  • Attends all required contract related meetings, monitors contract funding, track and report burn rates, track obligated and unobligated funds on a monthly basis; adjusting contact and funding requirements in a timely manner to adapt to mission changes.

  • The incumbent must obtain Contracting Officer’s Representative (COR) certification in accordance with DoDI 5000.72, Change 2, 6 November 2020, DoD Standard for Contracting Officer’s Representative (COR) Certification.
  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Providing advice and assistance on pre and post contractual issues;
  • Establishing work methods, processes and procedures to ensure Contract Office Representative (COR) functions are properly coordinated;
  • Providing assistance in cost/schedule contract management;
  • Analyzing trends, discrepancies of irregularities found in contractual reviews and recommending changes in operating procedures;
  • Monitoring contractor's performance to ensure compliance with the terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements;
  • Preparing and maintaining administrative reports on contractor performance and submitting reports to the Contracting Officer.

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Conducting reviews on contracts, contracting plans and contract changes within establish contract requirements;
  • Advising, negotiating, mediating and/or reconciling with contacts to provide solutions and recommendations for contractor-provided products and services;
  • Analyzing trends and/or discrepancies during contractual reviews and recommends changes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year.
Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position.
In addition, 40 hours of continuing education (CUE) every two years.
