Duties
Serves as the lead for analyzing, tracking, and managing taskers (internal and external) for the branch using Department of the Navy Tasking, Enterprise Task Management System 2.0 (ETMS2) and internal Comms Tool System. Reviews, analyzes, and recommends management organizational policies and procedures for operations; participates in the development of new or revised program processes, systems, procedures, and methods of operations; consults with and makes recommendations to leadership within the branch; reviews and evaluates the implementation of changes. Provides oversight, training and guidance on proper workflow. Supports the development of new and revised Standard Operating Procedures (SOP) and standards to incorporate provisions that affect operating activities and requirements; conducts reviews of the administration and procedures of the branch and provides recommendations. TASK MANAGEMENT: Has administrative oversight and will be the primary designee for the Department of the Navy Tasking, Enterprise Task Management System 2.0 (ETMS2) and internal Comms Tool System. Communicates with various levels of staff and outside representatives to coordinate specific requirements. Collects, compiles, and organizes information and data to meet administrative requirements. Prepares correspondence, and drafts instructions. Facilitates methods for automating reports and correspondence in compliance with Naval correspondence regulations. Utilizes a computer to transmit correspondence, and uses data to create reports, databases, spreadsheets, graphics, slide shows, and presentations. Manages the intricate workflow processes by outlining expectations, routing, and timelines to account for and include executive level approval by task deadline. Provides world class customer service to action officers completing taskers, to include providing templates, documents, and other materials needed in a timely and accurate manner, adjusting responsiveness according to the urgency of tasks. Coordinates and facilitates tasker process training for internal stakeholders. Creates routine and ad hoc tracking reports (to include formal and informal tasks). Independently completes projects and carries out onsite reviews of operational programs to develop and revise guideline material such as statements of policy. Serves as liaison to internal and external customers to include, but not limited to the Department of Defense, Office of Assistant Secretary of the Navy, the Secretary of the Navy, and other federal agencies. Maintains contact with other program specialists and related agencies to coordinate and sustain revised plans and policies, inspections, resolve problems, advise on, and render technical assistance in policy areas such as: changes or improvements in program objectives, utilizing facilities and staff, and redirecting programs to provide more efficient and effective service. Coordinates the understandings, expectations, product routing, and timeline deadlines of finished products to obtain executive level approval. Provides correction, guidance and in some cases subject matter expertise to responsible sections in the appropriate execution of tasks and/or products according to the coordinated timeline and productrouting. SECONDARY SUPPORT FOR BUDGET/TRAVEL: Will be secondary POC for MFC (working closely with Administrative Program Manager, OPS) regarding operating budgetand execution. Will occasionally provide assistance in developing Program Objective Memorandum (POM) objectives using corresponding metrics that demonstrate fiscal necessities. Will occasionally, monitor branch budget to ensure to timely execution of funds. Analyzes and evaluates any deficiencies. Operations analyst will serve as a back-up Approving Official for Branch Defense Travel System (DTS) activities. Provides assistance for urgent budget matters and emergency travel requests, as needed and maintains appropriate training certifications. May travel to complete work assignments or to participate in meetings or training events. May work a fluctuating work schedule to complete work assignments outsideof typical work week and work hours. Performs other duties as assigned. Performs additional related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications
Bachelor¿s degree in business, project management or a related field appropriate to the work of position AND three years of experience in the occupation, or a related field OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Skill to assist in program development and evaluation; knowledge and experience in Marine Corps-wide programming; knowledge and experience with Marine Corps MCCS processes. Demonstrates skills in finding effective solutions to unique and/or complex situations; ability to interpret and integrate policies,congressional language, executive orders, and DoD policies into Marine Corps programming and planning. Has demonstrated working knowledge of the Naval Correspondence manual. Has demonstrated working knowledge of MS Office including Word, Excel, Powerpoint and SharePoint. Has proven ability to coordinate multiple interests in the development and presentation of Marine Corps positions with the associated ability to communicate these both orally and in writing. Skill to operate a personal computer and various software; to deal effectively with employees at various levels in the organization; and to represent the branch with external customers. Knowledge of a variety of support functions, such as gathering statistical data, government travel, and assisting in the development of support budgets/financial plans.
