Duties

As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will review, evaluate and analyzes obligations and expenditures. Prepare directorate or division summaries from reports submitted by Major Subordinate Commands (MSC). Summarize and interpret significant data collected and relate this data to the organizations program actions; identify and analyze deficiencies in resource consumption, training, workload and scheduling, and valuate deviations from standards, plans, and estimates to determine cause and impact on missions. Assist management in interpretation and utilization of reports and information provided. Develop various visual media to present trends, performance status, capability and related management information. Aide functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiate methods to operate under the new or revised system. Implement management control plans.

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to U.S. Citizens interested in helping the Department of the Army meet our mission requirements as a Program Analyst.

PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at actch87@gmail.com.

GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; experience with National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience analyzing, interpreting and developing policies and procedures of local management.

Education

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
