ALL US CITIZENS DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Major Duties include:

• Possesses the ability to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions.
• Possesses the ability to handle, lift, carry, and set up parts and equipment that weigh up 50 pounds.
• Works while wearing a respirator or other breathing apparatus.
• Interprets written material, including technical materials, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
• Works from building plans, blueprints, and sketches to plan and lay out the routing painting activities.
• Possesses knowledge of mixing and applying adhesives by methods and means strictly in accordance with manufacturer's directions.
• Possesses knowledge of different types of paint, solvents, clear coats, and adhesives. and how to apply, clean and store them.
• Possesses knowledge of materials regarding wood, metal, glass, synthetic, concrete and other surfaces and how to use the proper tools for each.
• Possesses knowledge of hazardous materials and waste and their uses.
• Works general repair works with cracks in masonry, deteriorated caulking compounds and other materials to assure surfaces are prepared to receive paint.
• Installs, modifies and repairs walls.
• Installs wall paper to be secure, smooth and clean, without wrinkles, gaps or overlaps.
• Selects and uses the proper equipment and tools to apply paint and other protective coating materials.
• Applies knowledge of spray compressors, nozzles and all related spraying equipment.
• Uses machines, tools, or equipment effectively to complete the job.

Work Schedule: Monday - Friday 7:00am - 3:30pm; Subject to change based on the needs of the agency.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

Preferred Experience

• Must have journeyman level hands on experience with brush cut-in painting, rolling paint and patching sheetrock/drywall.
• Must also have experience with choosing proper prep work and primer materials to ensure finish paint will bond/adhere properly.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:The employee prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated are in cramped and hard-to-reach places. This position requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The employee frequently lifts, carries and sets up equipment that weigh up to 10 pounds. Occasionally, the employee may handle materials that weigh 40 pounds or over.

Working Conditions:
The work is done inside and outside, and dirt, spray, and fumes are usually present. The employee sometimes works outside in bad weather. Occasionally, the employee may be required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. The employee is frequently exposed to the possibility of cuts and bruises. The employee is occasionally exposed to the possibility of broken bones.
