This is strictly a temporary appointment where there is no permanent need or permanent funding available for the work involved and that the temporary appointment is limited in duration. The duration of this temporary appointment may be shorter or longer, depending on the duration of the work or project. The temporary position may also be terminated at any time due to lack of work and/or lack of funds without any advance notice. As a non-permanent employee, you may also be separated for failure to meet management’s expectations, with no advance notice.
The incumbent is a working supervisor performing Painter, Painter-Refinisher and Decorative Plasterer tasks. Applies decorative painting techniques to historical ornate designs. Decorative Painting Skills must be reflected in the applicant's work history.
Applicants must possess Journey Level Experience in the 4102 Painting Series.
MAJOR DUTIES:
Supervisory Responsibilities:
Serves as general supervisor of the Branch’s painting workforce. Responsible for project planning, acquisition of materials, supplies and equipment, contractor oversight, inspection and troubleshooting. Maintains workload data and prepares management requested reports.
Performs administrative and technical supervisory functions for subordinates. Approves or disapproves leave requests. Assigns duties to and evaluates workers’ performance. Manages the Branch’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Practices non-discriminatory employment actions to prevent unlawful discrimination based on race, color, religion, sex, national origin, sexual orientation, genetic information, age or disability. Provides for employee skills enrichment through job related coaching, mentoring and training.
Based on duties assigned, employees may require knowledge of hazardous (e.g. lead paint and solvents), universal (e.g. lamps and batteries, and/or non-hazardous (e.g. oil and polychlorinated biphenyl) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites and provide waste management guidance/answer questions concerning waste management.
Utilizes a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized. Routinely checks to verify that subordinates are using all required PPE.
Project Assignments
Performs complex coating work using any of the accepted methods of the trade such as graining, shadowing and shading colors. Matches and mixes colors by eye or with a tinting machine to match historical and faded colors. Performs manual tinting or operates a computer tinting machine. Ensures that surfaces have a smooth texture and decorative appearance and meet thickness, tone and density requirements for the assigned project.
Applies decorative painting techniques to historical ornate designs. Refinishes and/or finishes walnut and mahogany doors, metal doors and cabinets, etc., to match historical natural wood finishes within the Capitol Complex. Applies primers or sealers to prepare new surfaces, such as bare wood or metal, for finish coats.
Prepares interior and exterior metal, wood and masonry surfaces. Removes old finishes using chemicals, scraping, and sandpapering. May plaster or spackle small holes and cracks. Mixes and prepares paints, stains and other products. Fills cracks, holes, and joints with caulk, putty, plaster or other fillers using caulking guns or putty knives.
