Summary

The incumbent will enforce the policies, rules, operating regulations and assist in providing a safe and secure environment for vehicles authorized to park on the House-side of the Capitol complex. The incumbent will monitor pedestrian and vehicular traffic in all House parking areas during operational hours. The incumbent will administer and issue parking permits, assist staff with visitor/event parking and allocate parking permits at the beginning of each new Congress.

Duties

Duties Include:

  1. Checks parking permits and identification cards for individuals entering House garages, lots and streets.
  2. Patrols garages, lots, and street parking areas on a daily basis for parking policy violations and unsafe conditions.
  3. Monitors vehicular traffic in House parking areas.
  4. Assists the United States Capitol Police with Member and staff recognition.
  5. Assists Members or staff with vehicle emergencies.
  6. Assists in the issuance of new Congress parking permits.
  7. Assists in training new Parking Security staff.
  8. Provides assistance in maintaining Parking Security and Sergeant at Arms official vehicles.
  9. Provides assistance in maintaining inventory of uniforms, radios, supplies and equipment.
  10. In the absence of a supervisor, incumbent may be called upon to exercise judgment on requests for temporary parking permits for House staff and visitors.
  11. Assists with special events as needed.
  12. Assists staff and visitors with directions and parking-related inquiries.
  13. Operates technological devices and electrical equipment required to perform duties.
  14. Provides a briefing to incoming staff prior to the end of each shift.
  15. Performs other duties as assigned.

Requirements

Conditions of Employment

  • Must have three or more years of experience relevant to this position.
  • Must be at least 21 years of age.
  • Must be able to successfully pass a criminal history records check.

Qualifications

Knowledge, Skills, and Abilities:
  • Incumbent must have the ability to maintain a professional and courteous work disposition, work well under pressure and display good judgment;
  • Must possess leadership and organizational skills;
  • Must be able to complete an approved training course(s) administered by the Sergeant at Arms Office;
  • Must have a valid driver's license;
  • Must have the ability to operate manual and automatic transmission vehicles;
  • Must be able to physically perform all duties to include lifting objects up to 50 pounds; standing for periods of up to 2 hours, and walking distances of up to one-half (½) mile.

Work Schedule:
  • Full-time, permanent. Monday - Friday. Hours will be consistent with the day shift (6:45 AM - 3:15 PM) or evening shift (2:30 PM - 11 PM).

Education

High school degree or equivalent.

  • Employment with the U.S. House of Representatives is at-will.
  • This position has been determined to be NON-EXEMPT from the overtime provisions of the Fair Labor Standards Act.
