Summary

Duties

DUTIES AND RESPONSIBILITIES:

Human Capital Management:

  1. Manage human resources activities for an assigned IHSC region encompassing over 100 employees.
  2. Collaborate and communicate with internal and external stakeholders to execute human capital processes.
  3. Manage national programs such as SRCOSTEP, Employee Quarterly Awards, PHS Awards, SharePoint personnel databases, IHSC New Hire Orientation Program, and the National Health Service Corps Loan Repayment Program.
  4. Prepare and track personnel actions (e.g., hiring, retiring, separating) using Form 1662.
  5. Develop and revise IPU policies and guidance.
  6. Coordinate security suitability clearances and the government official passport program.
  7. Manage assignment pay for PHS employees by region.
  8. Respond to inquiries from officers, managers, dependents, and applicants regarding Commissioned Corps regulations and requirements.
  9. Serve as liaison with the Household Goods (HHG) relocation team, coordinating memos for temporary storage extensions.
  10. Provide instructions and forms for creating accounts in the Concur travel system and obtaining Government Travel Cards for PHS Officers.
  11. Prepare, develop, and implement standard operating procedures to ensure consistency and compliance across operations.
  12. Liaison with ICE Ethics for Outside Activity approval for officers.
  13. Act as backup approver for travel authorizations in the Concur travel system.
  14. Facilitate out-processing for departing personnel and ensure the destruction of PIV cards for departing PHS officers.
Recruitment Management:
  1. Coordinate onboarding programs for staff within assigned personnel regions.
  2. Prepare and issue offer letters and provide guidance to applicants throughout the onboarding process.
  3. Attend recruitment fairs, Officer Basic Course (OBC) graduations, and the PHS COF Symposium.
Awards Management:
  1. Distribute retirement awards and certificates on an ongoing basis.
  2. Provide guidance to officers and supervisors, locally and nationally, on the USPHS awards process and requirements.
Data Analysis and Project Management:
  1. Manage assigned projects and tasks in a timely and efficient manner consistent with IPU priorities.
  2. Support and advance IPU business initiatives and strategic goals through effective program and personnel management.
  3. Perform additional duties as assigned.

  • Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Graduate degree in human resources management, preferred; or, graduate/professional. degree in health profession discipline with program management experience.
  2. Must maintain requirements for clinical licensure, if applicable.
  3. If a clinician, must be able to TDY internally to support the field as needed.
  4. Ability to work effectively in a team-centered environment.
  5. Knowledge of USPHS personnel policies, program guidelines, and recruitment strategies.
  6. Knowledge of program policies and guidelines, and operating procedures relating to personnel management.
  7. Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention.
  8. Flexibility and adaptability to sudden changes in schedules and work requirements.
  9. Intermediate degree of independence, initiative, and follow-through on sensitive, complex issues.
  10. Ability to collaborate with stakeholders outside of the unit.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Personnel Unit (IPU). This is a non-supervisory position, and the incumbent will report directly to the Deputy Chief, IPU.

The Personnel Management Officer supports the Deputy Chief by assisting with day-to-day human capital activities for more than 1,400 employees, including U.S. Public Health Service (USPHS) Commissioned Officers, federal civil servants, and contract staff. The incumbent plays a critical role in managing personnel programs, recruitment, awards, and other human resource functions.

IHSC operates with a multidisciplinary workforce of over 1,400 employees, providing direct patient care to ICE detainees at 22 detention facilities nationwide and overseeing off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. IHSC also provides medical support during ICE enforcement operations across air, land, and sea.
