Summary

This position is part of the Office of Environment, Health, Safety, and Security, Department of Energy. As a Personnel Security Specialist, you will be prescreening and processing clearance request forms, assisting with personnel security interviews, and conducting status checks in response to inquiries from others.

This position is remote restricted to a duty location within the commuting distance of Washington, DC.

Duties

As a Personnel Security Specialist, you will:

  • Review, screen, and evaluate reports of investigations conducted by National Background Investigations Bureau (NBIB), Federal Bureau of Investigation (FBI), Office of Personnel Management (OPM), Defense Security Service (DSS), and other Government agencies, as well as other information relating to security clearance and eligibility for a security credentials.
  • Provide advice and support to leadership, regarding inquiries for case status, program issues, and provide input on how to best resolve complex concerns regarding the processing and adjudication of Personal Identity Verification (PIV) and security clearance cases.
  • Determine when additional investigative information is required, and initiate written requests for additional coverage.
  • Conduct status checks in response to inquiries from others, and answer inquiries from the public and private sector.
  • Make recommendations for process improvements based on results of analysis, training, experience, industry best practices, and application of new methods or processes in the field.

  • This position has been designated as Critical-Sensitive (CS)/High Risk and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance level.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment
  • This position works remotely, but the employee must live within a realistic commuting distance from the DOE Worksite. If selected, you will be required to sign a remote work agreement detailing remote working conditions and expectations for position.
  • Occasional travel is required.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Analyzing historical records and investigation documentation to recommend preliminary and final adjudicative determinations;
  2. Processing security forms received, in conjunction with accessing agency vetting systems to ensure initial background investigation, and periodic re-investigations are initiated and scheduled in accordance with position sensitivity requirements;
  3. Preparing written reports or evaluations of any derogatory, discrepant and mitigating information found in investigative reports; AND
  4. Evaluating reports of investigation in compliance with polices, procedures, and laws.
