Job Description (Please follow all instructions carefully)

Summary

About the Position: Utilize Integrated Pest Management control methods to reduce and control hazards to public health, stored products, structures, and vegetation. Identify and control invasive vegetation, bugs, animals and any type of pest.

Duties

  • Ensure animals are properly loaded and secured to be transported safely.
  • Decontaminate and neutralize restricted-use chemicals following Environmental Protection Agency (EPA) guidelines.
  • Recognize conditions conducive to pest infestation and be able to detect concealed infestations.
  • Determine area and scope of infestation, identifies type of pest and environment.
  • Conduct integrated pest management surveys and inspections.
  • Serve as the Animal Control Technician for the Directorate of Public Works patrolling all areas inside and outside that come under the jurisdiction of Fort George G. Meade.
  • Trap and remove feral and other wild animals as recommended or required.
  • Investigate and gather facts and evidence for use in nuisance, cruelty and bite cases, coordinating with prosecuting attorneys on case developments.
  • Engage in exertions when responding to reported violations and pursuing stray animals.
  • Lift materials weighing over 50 pounds and carries chemical solutions and equipment weighing up to 40 pounds for extended periods.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess a valid state driver's license and operates vehicles up through 1-ton in the performance of duties.
  • 'Incumbent must have at time of application possess DoD or State Pesticide Applicator Certification. If incumbent does not possess DoD certification then within 2 years of hire.
  • Work may require the use of negative pressure respiratory protective equipment. When work requires wearing of this equipment, employees are not permitted to have beards, sideburns or other facial hair.
  • Subject to recall after normal duty hours.
  • Subject to initial and random drug testing.
  • Must be able to obtain and maintain nationally certification as an Animal Control Officer (basic and advanced) within one year of hire.
  • Must take rabies pre-exposure vaccinations as determined by the Occupational Health Nurse.
  • The Animal Control portion of this position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922). Persons convicted of misdemeanor crime of domestic violence are not eligible for the position.
  • Must obtain and maintain current required certifications and skill proficiency with assigned weapon. Will be required to perform a weapons qualification test commensurate with assigned duties and responsibilities.
  • May be required to work rotating shifts and other than normal duty hours, which may include evenings, weekends and/or holidays. May be required to work overtime.
  • Required to wear uniform and may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, shields and body armor.
  • TDY possible up to 10% annually.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Pest Controller without more than normal supervision. This position requires the incumbent to eliminate common insects and plant pests; recognize conditions conducive to pest infestations; selecting mixes and applying general pesticides to control pests in certain environments. Work is performed on own initiative under general supervision subject to occasional inspection. Must work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical Effort: Frequently lifts materials weighing over 50 pounds and carries chemical solutions and equipment weighing up to 40 pounds for extended periods. Requires common physical characteristics and abilities in agility and dexterity and the strength to restrain strong active animals often weighing 125 pounds; and may to lift the animal in and out of the vehicle. Work frequently requires standing, stooping, bending, kneeling, climbing, walking, driving, crawling, reaching, and working in tiring and uncomfortable positions for extended periods. Employees engage in such exertions when responding to reported violations and pursuing stray animals. May occasionally work in cramped and/or inconvenient surroundings requiring manipulation of equipment in awkward positions for prolonged periods. May occasionally move furniture and equipment.
  • Working Conditions: The work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness and operations in adverse weather conditions for extended periods of time. Inside work may include areas with minimum ventilation and/or limited access. The employee may be required to wear protective clothing and equipment such as rain equipment, gloves, helmets, boots, vest, protective masks, respirators, shields, and other emergency service apparel and equipment. The work also requires proficiency in the use of firearms. The employee may be subject to hazards of infection and/or diseases from poisons, gases, toxic pesticides, rodent bites; arthropod vectors of diseases such as ticks, mites, fleas, etc.; bites or stings from venomous arthropods such as serpents, dogs, cats, etc. and allergic reactions from poisonous plants..
