Summary

This position functions primarily in Pharmacy Service VACHS. The incumbent will Responsible for all supplies and their provide all procurement support for the Pharmacy Service. ongoing inventories of drug products and pharmaceutical procurement and proper storage. Communicates with management and other pharmacy procurement staff to promote and coordinate best procurement practice.

Duties

  • Creates purchase orders through Daily Supply Management Online Orders (SMO), Government Purchase Card, VISTA request, or Purchase Agent Order via Prime Vendor Internet Computer, IFCAP or credit card.
  • Incumbent maintains accurate records of purchases, and control of purchase card is subject to quarterly Fiscal Service review.
  • Double checks daily medication orders for accuracy, insuring quantity received corresponds to the quantity ordered. Order accuracy will be processed by the incumbent. Maintains accurate records and initiates credit procedures if necessary and indicated.
  • Identifies sources for purchase according to active contracts and specific ordering protocols and regulations.
  • Conducts market research considering competitive pncmg, quality, availability, and other issues to locate appropriate vendor to determine best value and relays findings to other procurement personnel.
  • Keeps current on contracts, product availability, and prices to identify appropriate sources and ensures most cost effective products are purchased according to Federal Supply Schedule.
  • Determines correct method of payment from various sources available within Fiscal Service guidelines and requirements for accountability.
  • Controls physical inventory at appropriate levels to assure on demand fills of prescription orders. Promptly replenishes shorted items within 24- 48 hours.
  • Assist in development and implementation of procedures to procure "special order" products, available through manufacturer created specialty programs. Coordinate with other sites for implementation of procedures.
  • Regularly communicates information regarding availability, contracts, and fiscal considerations for medications and devices to pharmacy procurement personnel and supervisory pharmacy staff in Pharmacy and Primary Care Services.
  • Regularly attends meetings to present procurement information related to contracts, medication usage, pricing, upcoming generic availability, drug file, and drug accountability to Pharmacy Advisor and supervisors.
  • Regularly reports irregularities, inconsistencies, and issues related to procurement to the appropriate source for resolution.
  • Establishes appropriate stock levels based on usage. Goal is to maintain minimum stock while guaranteeing that adequate stock is available to meet the demands of the department and hospital.
  • Rotates stock when new orders arrive to minimize waste due to expiration.
  • Keeps areas where stock is stored clean and organized with appropriate use of item tags.
  • The incumbent is considered the Pyxis expert. Independently replenishes and maintains the Pyxis Med Stations. Responsible for all Pyxis Med Stations within the medical center. Incumbent assigns new users, issues and/or change passwords and bio-1D's provides training and in-service to nurses, physician.
  • Answers questions from nurses, physicians and other staff on drug dosage availability relating to Pyxis.
  • Incumbent is a purchase card holder and complies with all the acquisition regulations, Federal, VA and local to include mandatory sources/contracting hierarchy, the Javis Wagner O 'Day Act, and all socioeconomic (small businesses) categories.
  • Ensure that no purchase is made to a vendor that is excluded from doing business with the federal Government.
  • Works closely with appropriate staff (administrators, information technologists, supervisors, pharmacists, procurement technicians, etc.) to resolve issues relating to Drug Accountability.
  • Receives and analyzes "High Cost Drug" report for inconsistencies. Properly identifies problems and corrects or elevates them to appropriate level.
  • 3Receives and analyzes all "Drug Accountability Reports." Properly identifies discrepancies and corrects or elevates them to appropriate level.
  • Performs any duty and/or special project demand necessary by the Chief, Pharmacy Service or designee for the proper operation of the Pharmacy Service.

Work Schedule: Main Tour of Duty: Monday to Friday 9:30am-6:00pm, may rotate other shifts, work weekends, holidays and on-call.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
BASIC REQUIREMENTS

Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
Education or Experience. 1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.

Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service.
English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Pharmacy Technician, GS-07. Experience: Candidates must possess one year of experience equivalent to the next lower grade level.

Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:

(a) PTCB as a CPhT.

OR

(b) NHA as a ExCPT.

In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
(b) Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
(c) Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
(d) Ability to train developmental pharmacy technicians and students.
(e) Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication
distribution.
(f) Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms//databases.

Assignment: Pharmacy technicians at the GS-07 level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy. They also function as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing for prolonged time period of time, lifting/carrying of pharmaceutical supplies weighting up to 40 lbs., pushing and pulling of large medication carts, and bending/stooping.
