This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located with USAG Fort Riley Directorate of Emergency Services.

Duties

  • Responsible for facilitating the pickup or delivery of personnel who are considered an escape risk to or from civilian and military law enforcement agencies.
  • Facilitates the serving of subpoenas, summons, arrest warrants, and other court-related documents on the installation.
  • Teach Drug Abuse Resistance Education (DARE) or Gang Resistance Education And Training (GREAT) in elementary and middle schools.
  • Responsible for the apprehension of military personnel who are deserters or AWOL.

Requirements

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain eligibility at the Secret level using a Tier 3 background investigation.
  • Incumbent must be able to pass, prior to hiring, a physical and mental examination and undergo annual physical and mental examinations to ensure fitness for duty and must pass, within 6 months of their hiring, a physical agility test.
  • Must obtain and maintain current required certifications in CPR techniques and First Aid.
  • This position requires the incumbent to carry a firearm. Must be proficient in the use of and qualify annually with assigned duty weapons.
  • Employee must pass a Criminal History Background Check. This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Personnel must pass drug screening prior to hiring and will be subject to random drug testing on an unannounced basis.
  • This position is covered by the Individual Reliability Program (IRP), and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
  • Employee is required to obtain and maintain a valid state (and military) driver's license.
  • Employee will be required to work rotating shifts, weekends, and holidays; and may be required to work overtime on an emergency basis.
  • The wearing of uniforms is required and the employee may be required to wear protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, shield, and body armor.
  • A high state of uniform appearance and personal hygiene will be maintained at all times. The face will be clean-shaven, except that mustaches are permitted.
  • If a mustache is worn, it will be kept neatly trimmed, tapered, tidy, and will not present a chopped off appearance. Handlebar mustaches, goatees, and beards are not authorized.
  • If appropriate medical authority prescribes a beard, the length required for medical treatment will also be specified. A neatly trimmed beard will then authorized. The length will not exceed 1 inch.
  • Personnel must have successfully completed one of the following: 1. Mixed Basic Police Officer Training Course at the Federal Law Enforcement Training Center (FLETC); OR 2. An accredited civilian (Local or State) Law Enforcement Training Academy; OR
  • 3. A certified Military or Security Police training program (i.e. the United States Army Military Police School); OR, if not previously certified, personnel must be able to successfully complete a Police Officer Training Course when offered.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes:
  1. Enforcing civilian and/or military laws, regulations, policies, standards or procedures; AND
  2. Coordinating with local law enforcement agencies for warrants, apprehension, access to the installation, etc.; AND
  3. Operating a computer to access, compose, and/or provide required information.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
