Duties

The Police Telecommunications Specialist is a civilian position supporting the Police Force of the Supreme Court of the United States. This position involves technical and analytical work resolving critical problems pertaining to the planning, testing, integration, installation, utilization, maintenance and modification of the law enforcement communications networks. The incumbent's work affects proper functioning of this local Land Mobile Radio network and also involves coordinating radio communications coverage via interoperable partners inside and outside the local area. The operation of this Land Mobile Radio network is critical to officer safety, the success of law enforcement efforts and the accomplishment of user/subscriber mission objectives. The incumbent will be responsible for total management of portable and mobile subscribers, and will assist with emergency equipment installed in Police vehicles and will assist with the configuration and maintenance of the Security Local Area Network.

Responsible for the technical planning, operation, repair, and maintenance of the radio communication system including conventional P25 components. Administers, maintains, and repairs various system components including radio consoles, radio transceivers, and remote radio sites and leased radio towers. Supports the Police Operations Center dispatch equipment, radio site telemetry system and telephonic backhaul circuits. Maintains the NICE audio recording system and provides evidentiary audio as required. Directs the technical installation and repair of system equipment.

Trains the Police on the proper use of land mobile radio technology. Maintains accurate records and service history logs. Responsible for subscriber management, both configuration and programming, for over 500 radios ensuring consistent programming across the department's land mobile radio assets. Ensures all radios are calibrated and serviced annually, and inoperable radios are repaired via vendor maintenance agreement restoring full operational capabilities within the provisions of the agreement. Trains new officers on the proper use of assigned communications equipment.

Assists with planning, installing, upgrading, configuring, repairing, and maintaining network-based security system, including Access Control, Intrusion Alarm, Video Surveillance, Digital Video Recording and other systems supporting the safety and security of Supreme Court employees, contractors, the public and facilities. Responsible for assisting Police in the design and oversee the installation of emergency lighting and communications equipment into Police vehicles. Other duties as assigned.

Qualifications

Must have a minimum of 5 years of field technical experience supporting radio and network systems, including Surveillance, Access Control, Security, and/or Information Technology infrastructure. Must have 5 years of significant networking and IT background, including experience installing and maintaining routers, switches, IP based cameras, firewalls, wireless Ethernet systems, and computer hardware/software. Must have strong written and verbal communication skills. Must be collegial, tactful, and articulate in dealing with a broad range of individuals from within and from outside the Court; and the highest levels of discretion and judgment are required. Employment is subject to successful completion of a security background check. Must be qualified to receive and maintain a Top Secret security Clearance.

TECHNICAL SKILLS
- Extensive practical knowledge of the theories, principles, practices and techniques of electronics engineering technology and experience in applying them to a variety of assignments in order to troubleshoot and maintain voice communications network equipment, to contribute to network system design, and to assure vendor provided services meet contract requirements.
- Substantial knowledge and broad understanding of a wide range of communication concepts, principles and practices particularly related to the components, systems and supporting equipment that are integrated to form a voice communications network. This also includes a substantial understanding of the impact each component has on the network's ability to provide communication support.
- Knowledge of and experience in utilizing a wide range of computer hardware and software procedures, techniques and requirements as they relate to the control, management and operations of a voice radio communications network. This is used for such purposes as to troubleshoot remote equipment, to adjust system parameters, and to examine new or enhanced computer systems for unintended affects.
- Knowledge of and experience in operating, troubleshooting, and configuring subscribers to include mobile and portable radios.
- Configure and troubleshoot network technologies, including workstations, servers, routers, switches, hubs, cameras, proximity card readers and storage/recording devices.

Education

A Bachelor's degree in a related field is preferred. Consideration given for technical knowledge as it relates to a degree.
