Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Office of the Federal Chief Information Officer (OFCIO). OFCIO provides strategic direction and oversight for the development and management of IT and cybersecurity. OFCIO works closely with partners throughout the executive branch to review agency implementation efforts in the combined pursuit of modernizing, securing, and improving agency systems and services to maximize impact for the public.

Duties

As a Policy Analyst, GS, 0301, 14/15, your typical work assignments may include the following:

  • Uses relevant methods to conduct and complete (independently and/or with other staff members), analyses required to support budget, legislative, and policymaking for information technology (IT), digital services, and information security programs and issues.
  • Reviews the performance and identifies challenges and opportunities for IT policies and programs of the federal government.
  • Coordinates development and/or evaluation of complex budget, policy, program, and legislative proposals.
  • Serves as the OMB expert for assigned policy areas. Serves as an OFCIO Desk Officer, liaising with assigned agencies for policy, oversight, and implementation efforts.
  • Reviews pending and proposed budget actions, legislation and regulations on assigned topics and advises upper management of recommended actions.
  • Responds to a wide variety of inquiries regarding potential impact of proposed policies.
  • Works with budget examining divisions on selected assignments to enhance budget formulation and execution.
Policy Analysts will serve on either the Digital Experience or Technology Modernization and Data teams within OFCIO.
Digital Experience work assignments and priorities may include:
  • Leads and oversees the development of policies and standards for information and service delivery via digital channels (websites, digital services, mobile applications, email, text messages, social media)
  • Facilitates government-wide or cross-agency initiatives to improve digital service delivery and create government efficiencies
  • Shapes the development of government-wide shared services that support digital service delivery at agencies
  • Serves as a subject-expert on emerging policy priorities such as digital content authentication or digital identity management
Technology Modernization and Data work assignments and priorities may include:
  • Leads and oversees the development of policies and standards for cloud adoption, technology modernization and digital transformation, IT spending, and/or data-driven decision making.
  • Facilitates government-wide or cross-agency initiatives to drive accelerated technology delivery and transition to a product-based IT operating model.
  • Shapes the development of government-wide shared services that support cost-effective and accelerated software delivery.
  • Serves as a subject-expert on emerging policy priorities such as cloud adoption, IT procurement, IT financial management, technology workforce, development operations (DevOps), digital transformation, data science, software delivery, and application protocol interface (API) adoption.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-14 level, if you meet the following minimum qualification requirement
:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector which includes: 1) understanding of emerging technologies and their implications for future IT concepts; 2) drafting and implementing IT policy or legislation; 3) utilizing methods to analyze and evaluate the impact of new technologies; AND 4) providing advice and consultation to senior policy officials and executives regarding information security programs and initiatives.

You may qualify at the GS-15 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes: 1) understanding of cutting-edge technology and emerging trends in IT relevant to future concepts; 2) Creating and enforcing IT policies or regulations; 3) Employing analytical techniques and strategies to perform specialized analyses and research necessary for supporting budgetary, legislative, and regulatory decisions in information technology (IT), digital services, and information security; and 4) Providing guidance to senior policy leaders and executives in managing security programs and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
