Duties
OIRA anticipates Policy Analysts will work on matters pertaining to the regulatory and information policies of federal department and agency missions in any of the following areas: tax policy and administration, financial services, banking, consumer protection, defense, trade, procurement, veterans affairs, and telecommunications; food, health and labor; natural resources, energy, and environment; transportation, justice, and security.
As a Policy Analyst, GS-0301-13/14/15, your typical work assignments may include the following:
- Conducts analyses of Executive Branch regulations and regulatory policies to identify and work with EOP officials and promulgating agencies to address significant regulatory, economic, legal, scientific, and privacy issues.
- Reviews information collection requests to ensure they meet all requirements under the Paperwork Reduction Act.
- Coordinates and reviews actions submitted to OIRA under Executive Orders 12866, 14192, and 14215.
- Works on complex policy issues directly with senior career and policy officials from across the EOP (e.g., the Council on Environmental Quality, the Domestic Policy Council, the National Economic Council, the National Security Council) and the broader Executive Branch.
- Develops written products and makes oral presentations for high-level decision makers that summarize and provide analytically based recommendations on complex regulatory and policy matters.
- Develops relationships with regulatory experts at covered agencies.
- Coordinates with colleagues from across OIRA and OMB to address issues related to privacy, statistical policy, science policy, economics, and budget matters.
- Reviews agency compliance with Paperwork Reduction Act, Privacy Act, Information Quality Act, Congressional Review Act, and other criteria.
- Reviews Congressional testimonies, Statements of Administration Policy, Questions for the Record from Congress, and other official statements.

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private or public sector.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following:(1) Analyzing, reviewing, or developing regulatory or policy proposals using economic, legal, or policy analysis frameworks; (2) Preparing written materials such as memoranda, issue papers, or policy summaries; and (3) Coordinating across teams or agencies on policy issues.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following: (1) Analyzing, reviewing, or developing regulatory or policy proposals for complex regulatory issues using economic, legal, or policy analysis frameworks; (2) Preparing written materials such as memoranda, issue papers, or policy summaries; and (3) Leading coordination across teams or agencies on policy issues, and briefing stakeholders on notable issues.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private or public sector, that demonstrates the following: (1) Analyzing, reviewing, or developing regulatory or policy proposals for complex regulatory issues using economic, legal, or policy analysis frameworks; (2) Preparing written materials such as memoranda, issue papers, or policy summaries; and (3) Leading coordination across teams or agencies on policy issues, and briefing organizational leadership on notable issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
