Summary

This position would be an excellent fit for a candidate interested in policy analysis, the Federal regulatory process, administrative law, international regulatory cooperation, and learning how the Office of Management and Budget (OMB) and the White House develop and implement Government-wide policies to meet both statutory and policy objectives. The position requires a self-starter and someone who can manage multiple projects, and provides opportunities to work on a multitude of projects.

Duties

There will be significant flexibility for the candidate to work with the Budget Analysis Branch (BAB) policy analysts, economists, statisticians, and BAB leadership on a variety of issues within the areas of responsibility under the Budget Analysis Branch. Most notably:

  • Participating in the review of significant proposed and final regulations from agencies assigned to the Budget Analysis Branch (major ones include the Departments of Treasury, Commerce, Education, Defense, the Internal Revenue Service, the Patent and Trademark Office, the National Archives, the National Aeronautics and Space Administration, and the Small Business Administration).
  • Helping to review information collections for the various financial agencies (besides the aforementioned agencies this may include the Securities and Exchange Commission, the Commodity Futures Trading Commission, the Consumer Finance Protection Bureau, etc.).
  • Reviewing, updating, and collaborating with many public and private sector stakeholders to implement government-wide guidance under branch purview.
  • Assisting with specific, multi-disciplinary initiatives such as online rulemaking (eRulemaking/Regulations.gov) and international regulatory cooperation.
  • Attending various work meetings with policy officials throughout the Administration on relevant projects and topics as needed.
Projects would entail both individual assignments and working alongside OMB staff, personnel from the various White House policy councils, and leaders from a variety of Federal Agencies.

Interested candidates should be comfortable working on assignments which require coordination among a number of different parties and have a genuine interest in learning how the Federal Government operates from the perspective of OMB and the Executive Office of the President.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

BASIC REQUIREMENTS: MUST BE A CURRENT FEDERAL EMPLOYEE.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-09: Must currently hold a GS-09 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-11: Must currently hold a GS-11 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-15: Must currently hold a GS-15 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
