Duties
The Procurement Analyst prepare and reviews contracts and procurement actions for a variety of activities. Provide advice and guidance concerning a variety of procurement issues.
In this position, you will:
1. Prepare and organize procurement documentation, including statements of work, deliverables, payment schedule, and supporting materials, ensuring alignment with approved templates and regulatory requirements.
2. Provide guidance to NPG staff on standard procurement requirements and reviews procurement requests for completeness, accuracy, and compliance.
3. Monitor the progress of vendor invoices and review system holds to identify discrepancies; reviews general ledger entries to monitor fund expenditures.
4. Review contracts or contract modifications, drafts informational materials or procedural guidance, and help vendors by explaining standard procedures for vendor enrollment and required documentation.

Qualifications
Basic Qualification Requirements:
Applicants must first meet the basic education requirement as described by either 1 or 2 listed below:
- 4-year course of study leading to a bachelor's degree with a major in any field; OR
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to meeting the basic requirement above, you must also meet the qualification requirements listed below:
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. For this position, specialized experience is defined as organizing complete and accurate purchasing documentation, advising internal and external customers on procurement policies and methods, and analyzing expense data in financial systems in a museum setting or other cultural institution.
Your resume must be no more than two (2) pages and should clearly demonstrate how your experience aligns with the responsibilities and specialized experience required for this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
Or Education: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.
To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
- Knowledge of procurement regulations, policies, and procedures, including agency policies, and internal organizational guidance, sufficient to perform routine and moderately complex acquisition actions.
- Knowledge of contracting procedures to assist staff in developing statements of work, determining appropriate procurement methods, and resolving issues involving documentation, funding, or procedural compliance.
- Knowledge of procurement systems, financial management processes, and reporting tools (procurement data systems, purchase card systems, and financial tracking systems) is required to support data entry, invoice monitoring, obligation tracking, and reporting.
- Skill in written communication to prepare procurement documentation, guidance, and correspondence.
- Skill in oral communication to convey procurement requirements and rationale to staff, contracting personnel, vendors, and reviewing officials in a clear and accurate manner.
