We encourage you to read this entire vacancy announcement prior to submitting your application. As a Procurement Analyst (Direct Hire), GS-1102-14, you will be responsible for:

  • Developing and implementing policies, procedures, and regulations related to procurement. Analyzing, interpreting, and implementing policies, procedures, and regulations issued by the Office of Federal Procurement Policy, Federal Acquisition Regulation Secretariat, and the Office of Management and Budget (OMB) that address specific policy issues. Developing and recommending policies for implementation at the Department; acts as an advocate for department policy on strategic and/or competitive sourcing issues.
  • Reviewing, evaluating, and providing specific guidance regarding the acquisition of services and supplies. Providing advice and guidance on contracting matters and/or procurement systems to project managers, contracting offices, and other members of the acquisition workforce. Developing position papers related to the various phases of contracting. Developing and presenting training on acquisition-related topics. Performing oversight duties, including the Contract Review Board functions and provides expert advice and guidance to the acquisition workforce throughout the Department.
  • Serving as an authoritative source of information and interprets Federal and Departmental regulatory requirements governing acquisition activities. Advising and assisting the Department's acquisition workforce in applying and implementing acquisition policies and procedures at various phases of the acquisition lifecycle.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-14, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-14

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience in interpreting and developing acquisition policy and ensuring that policy, practices, and procedures are in compliance and accordance with applicable acquisition management, laws, rules, regulations and organizational policy; and providing analysis and evaluation of all contracting matters.
2. Experience in managing acquisition systems to ensure capability; and advising personnel on all new acquisition system changes.
3. Experience in assessing and managing the collection and exchange of acquisition data using technology to create transparency, accountability, and acquisition lifecycle improvements.

Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
1. Knowledge of contracting laws and policies, including techniques of contracting operations, detailed procedures of contracting requirements with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities.
2. Ability to analytically and sufficiently evaluate audit reports, regulations, procurement data, and other relevant material, as a basis for developing and implementing departmental guides or procedures.
3. Ability to communicate orally to include tact and diplomacy and present sensitive recommendations to higher authority, obtain compliance with policies from contracting activities, and to represent the department to internal and external customers or on task forces.

Contract Specialist - 1102

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    and

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
