Summary

This position is remote work and telework eligible consistent with the Agency’s telework and remote work program policy.

This position is located in the Office of Finance and Operations (OFO), Office of Acquisition and Grants and Risk Management. The incumbent serves as a recognized expert in the area of Federal procurement policy and acquisition management.

Duties

As a Procurement Analyst, GS-1102-13, you will be responsible for:
• Serving as an analytical advisor regarding available procurement data and recommends improvements for operational efficiency and effectiveness.
• Reviewing, evaluating, and providing guidance regarding the acquisitions of supplies and services. Provides advice and guidance on contracting matters and/or procurement systems to project managers, contracting offices, and other members of the acquisition workforce.    
• Providing day-to-day coordination, planning, reviewing, analyzing, and technical support activities involved in administering the GPC program ensuring that the A/OPC is in compliance with the Department's GPC program regulation and guidance.    
• Perform oversight duties, including the Contract Review Board functions and provides expert advice and guidance to the acquisition workforce throughout the Department.

Selective Placement Factor
You must meet the following selective placement factor:
SELECTIVE PLACEMENT FACTOR

Candidates within the Federal Government must provide a copy of their Federal Acquisitions Certification in Contracting (FAC-C) (Professional). Applicants who fail to meet the selective factor are ineligible for further consideration.

Applicants outside of the Federal Government must obtain and maintain Federal Acquisitions Certification in Contracting (FAC-C) (Professional) within 24 months of the hiring date.


Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in contracting policies and procedures, including techniques related to contracting operations and familiarity of business and industry practices sufficient to provide guidance to subordinate activities.
2. Experience in evaluating audit reports, procurement data or other relevant material for assisting in the development or implementation of agencies guides and/or procedures.
3. Experience presenting contracting/procurement information both orally and written in a clear and concise manner to internal and external customers.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of Acquisition laws, Federal Acquisition Regulation (FAR), appropriations law, Office of Management and Budget (OMB) circulars, Office of Federal Procurement Policy (OFPP) directives and policy letters, Government Accountability Office (GAO) decisions, Executive Orders, and familiarity with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities.
2. Ability to manage, provide program assistance, administrative analysis, auditing, and an understanding of finance, purchase card policies and procedures.
3. Skill to evaluate audit reports, regulations, procurement data, and other relevant material as a basis for developing and implementing departmental guides or procedures.

This position has a positive education requirement.

Contract Specialist - 1102

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    and

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Education cannot be substituted for experience for this position and grade level.
