Job Description (Please follow all instructions carefully)

Summary

AmeriCorps NCCC is a full-time, team-based national service program for men and women ages 18-26. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of four campuses, located in Denver, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA. All program participation costs are included, e.g., lodging, meals, transportation, plus a stipend.

Duties

This position is located in the Department of the Chief Program Officer, Office of AmeriCorps National Civilian Community Corps (NCCC), in Washington, DC.

The Procurement and Property Specialist provides guidance and monitoring of assigned procurement activities. Serves as a Contracting Officer Representative (COR), purchase card approving official, and Headquarters asset property custodian.

Mandatory Requirement: The incumbent will be required to obtain COR Level II Certification within 6 months of entry on duty.

Primary duties include:

  • Participates in the development of guidelines and procedures concerning the procurement of goods and services, inventory management, and GSA leased vehicles, for the National Civilian Community Corps (NCCC), nationwide. Provides advisory services to headquarters and regional staff on procedural requirements and guidelines and coordinates activities with the Office of Procurement Services.
  • Serves as the COR on assigned contracts. As a COR, the incumbent will provide information to assist in determining contract terms and conditions; prepare all required procurement documentation; assist in the source selection process; and monitor contractor performance and compliance with deliverables; reviews invoices for payment; monitors total value and availability of funds; ensures all interested parties are updated on contract progress; advises the Contracting Officer of the need to issue change orders and modifications; and advises the Contracting Officer of the desire to renew option years or re-compete a contract.
  • Administers the GSA invoicing and control process including validation of information from the Regions to reconcile and approve monthly GSA's leased vehicle usage invoices. Serves as GSA's point of contact for issues concerning GSA leased vehicles and changes in GSA policy or procedures. Provides information and guidance to appropriate regional staff members.
  • Manages the Headquarters purchase card(s). Provides support and guidance to purchase card holders. Reviews existing policies and procedures to determine if revisions are needed.
  • Establishes and maintains databases and sharing platforms for such activities as: contract administration, inventory management, and cross-functional operations task management.
  • Functions as the property custodian for all NCCC Headquarters property, including IT assets. Serves as NCCC's point of contact for the inventory management system; provides user guidance and training to staff members. Reviews existing policies and procedures to determine if revisions are needed.
  • Participates in the annual procurement planning process, NCCC wide. Provides options regarding type and quantity of equipment to be purchased, opportunities for consolidation, vendor selection, pricing, etc.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to the upper range of the NY-01 pay band, which would be at or equivalent to, the GS-7 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following:
1) Work experience updating, tracking, and maintaining data systems; and
2) Working knowledge of basic Federal procurement practices; and
2) Proficiency with advanced Excel spreadsheet functionality; and
3) Work experience reconciling invoices; and

Such experience must be clearly documented in the applicant's resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience for this position.

This Term Appointment will initially be for a three-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.
