Job Description (Please follow all instructions carefully)

Summary

The Program Analyst advises management on evaluating the effectiveness of operations within Fleet Programs. We are recruiting across all divisions in GSA Fleet headquarters.


Location of position:  Federal Acquisition Service, Office of Fleet Management. Duty station to be determined. This is a remote position. 

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Major duties include, but are not limited to the following:

  • Reviews, evaluates and monitors headquarter operations and fleet function areas in performance against fleet objectives and policies.
  • Analyzes progress in meeting objectives and compares data to determine trends. Evaluates and implements data-gathering efforts and researches industry and other program areas for potential changes in the current practices.
  • Develops and implements innovative GSA Office of Fleet Management strategies to promote maximum buying power and cost effectiveness of actions.
  • Identifies areas where nationwide regulations, policies, procedures, or practices should be revised to improve customer service and program efficiency.
  • Plans, executes and coordinates a variety of projects and serves as a representative/technical program expert on special and/or standing committees. 
  • Maintains contact with stakeholders to assure the satisfactory operation of Fleet program(s) and to resolve technical problems.
  • Provides guidance and technical insight on project or program issues that may arise.
  • Researches regulations to determine, isolate, and recommend areas requiring attention. Provides technical direction and coordination on Fleet Management programs, policies and initiatives related to program goals and with new external requirements.

The GS-13 salary range starts at $103409.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience evaluating the effectiveness and efficiency of operations and activities for a fleet-related program.  Such experience must include:

  • Identifying, analyzing, and summarizing program data against goals and objectives
  • Leading and/or participating in projects aimed at improving fleet program operations and/or resolving technical problems
  • Providing technical insight and guidance to staff and other stakeholders on processes and methodologies
  • Preparing and/or conducting oral and written briefings for management to explain analysis and provide recommendations and/or action plans
  • Leading and/or participating in various phases of a vehicle consolidation

  • Knowledge managing projects, from planning to execution, to produce positive results.
  • Knowledge of fleet management programs (including organizational structure and objectives), regulations, policies, processes, and procedures.
  • Skill in expressing data and technical information both orally and in writing, taking into account the audience and nature of the information; making clear and convincing oral presentations; listening to others and responding effectively.
