In order to qualify, you must meet the Education/Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Specialized Experience: One year of specialized experience which includes: managing Civil/Direct funds and the impact decisions have on those funds; researching financial data to create reports for senior leadership on the status of project funds; preparing substantial documents to include spreadsheets with formulas, slide presentations, and PivotTables using automated software such as Microsoft Office; performing analyses of financial data from a variety of sources to propose solutions to issues; and analyzing historical data and financial records to assist with the creation of budgets for programs/projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Project or Program Management OR Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes: performing in-depth analysis of programs; monitors the programming and budgeting of long-range resources, advising operations and program managers on the utilization of their resources in program areas, ensuring resource requirements are fully stated and justified; create long range budgets (e.g. three years out) based on parameters provided and defend the projections on factual data; preparing substantial documents to include spreadsheets with formulas, slide presentations, and PivotTables using automated software such as Microsoft Office; conducting financial or budgetary studies and analysis based on historical spending to recommend improvements to prevent errors and improve budget execution; ensuring adequate funding for programs and projects through manpower and monetary sources; and developing, preparing and submitting budgetary proposals and changes.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
