Summary

This position is located in the Department of Homeland Security (DHS), Office of International Affairs.

The primary purpose of this position is to serve as an international affairs expert consultant on challenging program management issues.

Non-BU: This is a non-bargaining unit position.

Duties

As a Program Analyst, GS-0343-15, your typical work assignments may include the following:

  • Plans, organizes, and carries out analytical studies involving the planning, development, and implementation of major agency programs.
  • Prepares and contributes reports on program planning and evaluation.
  • Formulates and recommends plans to improve program policy, practices, and methods.

Qualifications


Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
  • One full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: 1) Assessing the overall effectiveness, efficiency and productivity of an organization and making decisions on alternative courses of action when needed 2) Maintaining effective working relationships with high level officials inside and outside the organization to promote industry engagement and to coordinate project planning; and 3) Providing leadership and direction to staff members, including planning, organizing, and evaluating work to meet organizational goals. Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
