The United States Space Force (USSF) Headquarters Space Force Command at the Pentagon is searching for a Program Analyst (NH-0343-04, GS 14/15 equivalent).
Description:
The Chief Strategy and Resources Office (HQSF/S5/8), and specifically the Planning and Programming Directorate, is responsible for developing the future years resource plan and budget request for all research, development, test, and evaluation; procurement; manpower; MILCON; and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of Defense, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In coordination with the Branch and Division Chiefs, this position will review and develop all aspects of a program/initiative portfolio (e.g. SATCOM programs, USSF MILCON) in the USSF's $30 Billion Program Objective Memorandum and President's Budget. This position will be responsible for all aspects of their investment/initiative portfolio and will develop into the Subject Matter Expert for Service investments in said portfolio. This position will be responsible for all budget programming efforts, staff coordination, program schedule and planning adjustments, and will be the focal point for interactions with CSRO, USSF, and DAF leadership for assigned programs/initiatives.
The ideal candidate should possess the following: extensive years of experience working in DoD operations, acquisitions, budget, and/or staff with preference in space experience. Extensive years of experience working DoD Planning, Program, Budgeting, and Execution (PPBE) process highly desirable. Years of previous experience with PPBE process to include thinking critically about operational risk, capability development, and force readiness highly desirable. Possess effective oral and written communication skills when presenting technical budget and program information to mid- and senior-level leadership. Master's degree preferred. Leadership and management skills to develop, supervise, and establish office processes, plans, and tasks. Candidate should be skilled and comfortable with database queries. Microsoft Excel skills to include manipulating spreadsheet pivot tables is highly desirable.
Key Skills and Abilities:
1. Knowledge of the Department of Defense and/or Department of Air Force planning, programming, budget, and/or execution policy, procedures, processes and systems in support of major Space Force missions and operations plans. Methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
2. Knowledge of Space Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various Space Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them.
4. Knowledge of Space Force installations to include the interaction of Total Force (Air National Guard and Air Force Reserve).
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.
